5 <br /> to purchase a flood damaged property at 503 Brandywine Road, remove the house from <br /> the floodplain, and return the property to designated open space managed by the County. <br /> Due to contract partner delays in execution of the scope of work, Orange County is taking <br /> on the execution of the agreement to acquire and demolish the house in the floodplain. <br /> This budget amendment establishes a capital improvement plan project and appropriates <br /> $300,091, to be fully reimbursed by the Federal Emergency Management Agency. These <br /> funds will be authorized in the County Capital Fund outside of the General Fund, and create <br /> the following capital project ordinance: <br /> FEMA Hazard Mitigation Project ($300,091) — Project #17003 <br /> Revenues for this project: <br /> Current FY 2022-23 FY 2022-23 FY 2022-23 <br /> Amendment Revised <br /> FEMA Grant Revenue $0 $300,091 $300,091 <br /> Total Project Funding $0 $300,091 $300,091 <br /> Appropriated for this project: <br /> Current FY 2022-23 FY 2022-23 FY 2022-23 <br /> Amendment Revised <br /> FEMA Hazard Mitigation project $0 $300,091 $300,091 <br /> Expenses <br /> Total Costs $0 $300,091 $300,091 <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are <br /> applicable to this item: <br /> • GOAL: CREATE A SAFE COMMUNITY <br /> The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, <br /> gang activity, substance abuse and domestic violence. <br /> • GOAL: ESTABLISH SUSTAINABLE AND EQUITABLE LAND-USE AND <br /> ENVIRONMENTAL POLICIES <br /> The fair treatment and meaningful involvement of people of all races, cultures, <br /> incomes and educational levels with respect to the development and enforcement <br /> of environmental laws, regulations, policies, and decisions. Fair treatment means <br /> that no group of people should bear a disproportionate share of the negative <br /> environmental consequences resulting from industrial, governmental and <br /> commercial operations or policies. <br /> Planning and Inspections Department <br /> 5. The Planning and Inspections Department requests to amend its budget with the following <br /> items: <br /> • As of June 30, 2022 $220,198 of budgeted updates to the 2017 Orange County <br /> Transit Plan had been performed. This budget amendment provides for the re- <br /> budgeting of the remaining amount of $134,757 to be 100% reimbursed by Article <br /> 43 Transit Tax proceeds. <br />
