Second Public Hearing and Proposed Orange County FY 2022-23 HOME Annual Action <br /> 11 Plan and Activities <br /> 12 The Board held a second public hearing on the Annual Action Plan for the HOME Investment <br /> 13 Partnerships Program and considered: <br /> 14 1) Adoption of a Resolution authorizing submission of the FY 2022-2023 Annual Action <br /> 15 Plan; <br /> 16 2) Adoption of a Resolution approving the proposed HOME Program Activities for FY 2022- <br /> 17 2023; and <br /> 18 3) Authorizing the County Manager to implement the HOME Program as approved by the <br /> 19 BOCC, including the ability to execute agreements with partnering nonprofit <br /> 20 organizations after consultation with the County Attorney and based on the allocation <br /> 21 received from HUD. <br /> 22 <br /> 23 BACKGROUND: <br /> 24 <br /> 25 Annual Action Plan <br /> 26 Every year, state and local governments ("Participating Jurisdictions") that receive HOME <br /> 27 Investment Partnerships Program ("HOME") funds from the U.S. Department of Housing and <br /> 28 Urban Development ("HUD") are required to complete an Annual Action Plan that lays out how <br /> 29 they will allocate HUD funds for the upcoming program year in order to address the goals and <br /> 30 priorities in the Consolidated Plan. A summary of the draft Annual Action Plan for FY 2022-2023 <br /> 31 is provided at Attachment 1. <br /> 32 <br /> 33 Orange County is a special type of Participating Jurisdiction, called a Consortium, consisting of <br /> 34 Orange County and the Towns of Carrboro, Chapel Hill, and Hillsborough. Orange County <br /> 35 serves as the lead entity for the Orange County HOME Consortium. The Consortium completed <br /> 36 the Annual Action Plan based on the HOME award recommendations made by the Local <br /> 37 Government Affordable Housing Collaborative, detailed in the section below. <br /> 38 <br /> 39 A public comment period, as required by HUD, was established for April 1 — May 2, 2022, and a <br /> 40 public hearing was held on the draft Annual Action Plan at the April 26, 2022 Orange County <br /> 41 Board of Commissioners meeting. Public notice of the hearing was posted in The Herald Sun <br /> 42 and La Noticia. Copies of the draft Annual Action Plan were posted on the Orange County <br /> 43 Department of Housing and Community Development website, and a link to the website and <br /> 44 draft plan were circulated by public notice in the newspapers listed above, as well as email <br /> 45 outreach to more than 100 relevant stakeholders to include local service providers, nonprofit <br /> 46 organizations, government entities, elected officials, and interested residents. All comments <br /> 47 have been incorporated into the final Annual Action Plan to be submitted to HUD. <br /> 48 <br /> 49 In April, HUD issued Notice CPD-22-05 instructing HOME Participating Jurisdictions to not <br /> 50 submit Annual Action Plans until the actual grant amounts have been determined by HUD. HUD <br /> 51 announced those amounts on May 17, 2022, necessitating this second public hearing on the <br />
