Resolution Supporting Enactment of the Leandro Plan
3 The Board received a presentation from North Carolina Department of Commerce staff
4 regarding the realignment of regional workforce development boards, options for Orange
5 County for future alignment, and the approval process for proposed realignments.
6
7 BACKGROUND: Orange County is currently one of five counties in the Regional Partnership
8 Workforce Development Board. The other counties are Alamance, Randolph, Montgomery and
9 Moore. There are currently three Board members appointed by the Board of Commissioners:
10 Katie Loovis (Chapel Hill Chamber of Commerce), Rhonda Sue Holaday (Summit Design and
11 Engineering) and Orange County Social Services Director Nancy Coston.
12
13 The purpose of the Workforce Development Board is to help job seekers with employment,
14 education, training and support to succeed in the job market while supplying skilled workers for
15 employers. The Board also provides oversight for the regional allocation of Workforce
16 Innovation and Opportunity Act funds. These funds provide services to all populations and have
17 a particular focus on dislocated workers, youth and other job seekers with specific barriers.
18
19 In 2013, the Orange County Department of Social Services (DSS) won the competitive bid to
20 operate the youth program in Orange County. In 2017, after a competitive bid process, DSS
21 became the operator for all the adult and youth programs and the NCWorks Center and has
22 continued to provide these services and integrated them with the existing employment and
23 support services at DSS and Skills Development Center. There are other grants and services
24 provided directly by the regional partnership staff, including business support.
25
26 Recently the NCWorks Commission approved a realignment of counties within workforce
27 boards. Staff from the Department of Commerce will provide information about the proposed
28 realignment and the impact on Orange County. Commerce staff will also review the steps
29 required for Orange County to align with another area.
30
31 Chet Mottershead and Jenny Harris introduced themselves and gave the following
32 PowerPoint presentation:
33
34 Slide #1
kL
METRICS SUPPORTING THE REALIGNMENT OF
THE NCWORKS SYSTEM
GEOGRAPHICALALIGNMENT WITH NORTH -O
PROSPERITY ZONES F - ECONomic, ■ M AND
GOVERNMENT
DEPARlrMENT
r'
COMMERCE
J.
35
36 Chet Mottershead said that Work Force Solution's mission is to connect talent to jobs.
37 He said that they are 100% federally funded.
