18 <br /> 1 Commissioner Bedford and Chair Price clarified that it would be within 1,000 feet of <br /> 2 school property. <br /> 3 John Roberts said that the ordinance would have the prohibition, the definition of school <br /> 4 property, and the penalties. <br /> 5 Commissioner Bedford said there would also be standards of conduct. <br /> 6 John Roberts said there would not need to be standards of conduct if picketing is <br /> 7 prohibited. <br /> 8 Commissioner Fowler said that it seems like people can still picket at the Whitted <br /> 9 building and use firearms. <br /> 10 John Roberts that the county can prohibit the carrying of firearms in county buildings, but <br /> 11 that the county cannot limit the concealed carrying of firearms. <br /> 12 Commissioner Fowler asked if the county could prohibit openly carrying firearms rather <br /> 13 than concealed firearms. <br /> 14 John Roberts said firearms would have to stay outside if there was a picket in front of the <br /> 15 building or the courthouse. <br /> 16 Commissioner Hamilton said there may still be a benefit to regulating pickets outside of <br /> 17 1,000 feet from a school. <br /> 18 John Roberts said he was not sure how it would apply, <br /> 19 Chair Price said that would get the Board back into picketing in the rest of the county. <br /> 20 John Roberts said if the only prohibition is picketing within 1,000 feet of schools, he is <br /> 21 not sure how that would apply. <br /> 22 Chair Price said her concern was protecting schools. She said she wanted to try to get it <br /> 23 done before the school year starts. <br /> 24 John Roberts asked if he should include public playgrounds, or the Board wanted to <br /> 25 address it in the fall. <br /> 26 Commissioner Hamilton wanted to include language about public playgrounds. <br /> 27 John Roberts said that the legislature said people can possess concealed firearms on <br /> 28 playgrounds. <br /> 29 <br /> 30 <br /> 31 5. Presentation from GoTriangle — Durham-Orange Light Rail Transit <br /> 32 Expenditure Report <br /> 33 The Board received a presentation from GoTriangle staff on the Durham-Orange Light Rail <br /> 34 Transit (D-O LRT) Project expenses. <br /> 35 <br /> 36 BACKGROUND: The Durham-Orange Light Rail Transit project was an element of the Orange <br /> 37 County and Durham County Transit Plans from 2012 until the project was discontinued in 2019. <br /> 38 GoTriangle led the planning, design, and engineering effort.
