He asked if people are showing up at the schools, apart from the board of <br /> 2 education meetings. <br /> 3 Chair Price said the picketers were not at the meetings, but at the schools. <br /> 4 Commissioner Richards said picketers were there when the schools were in session. <br /> 5 Commissioner McKee asked if they were at a football game. <br /> 6 Chair Price said yes. She said they were supposedly trying to recruit students to their <br /> 7 organization. <br /> 8 Chair Price asked if they could focus on one section that could be approved before the <br /> 9 school year. She asked if the Board supported asking the County Attorney to come back with <br /> 10 an ordinance that pertains only to school property and focuses on the safety of children. <br /> 11 Commissioner Bedford said she agreed with that request. She said that she supported <br /> 12 Commissioner Greene' suggestion of adding to the draft ordinance where and when the BOCC <br /> 13 is meeting as an approved location. She said she also supported deleting the county property <br /> 14 reference under section B in the draft ordinance. She said she supported changing the <br /> 15 definition of picketing to any person or persons and prohibiting picketing within 1,000 feet of a <br /> 16 school. She said she wanted to hear Commissioner McKee's suggestion on how big a sign <br /> 17 should be. She said the Board needed to discuss what the fine should be for violating the <br /> 18 ordinance. <br /> 19 John Roberts asked for clarification on what the Board wanted to address. He said that <br /> 20 Chair Price seemed to be requesting a focus on prohibiting picketing around school property <br /> 21 right now. He said he thought that restricting picketing on county properties would be <br /> 22 considered by the Board a future meeting. <br /> 23 Chair Price said there seems to be some question as to who, what, and where when it <br /> 24 comes to county property. She said she wanted to just focus on the schools. <br /> 25 John Roberts said he could do something that would be much shorter and bring it to a <br /> 26 future business meeting. He said that since there was a trespass requirement and the Board <br /> 27 wanted to consider a misdemeanor violation for a situation involving school property, it would <br /> 28 require two meetings based on a new law passed by the NC General Assembly. He said that <br /> 29 anything with a potential criminal penalty has to be introduced at one meeting and come back at <br /> 30 a second meeting for approval. He said that if the Board wants to do something before the <br /> 31 summer, it must be added to the next business meeting agenda. <br /> 32 Commissioner McKee asked if the Board supported reducing the sign support to '/4 by 3/4 <br /> 33 inches. <br /> 34 The Board agreed by consensus. <br /> 35 Commissioner McKee said a '/4 by 3/4 inch stick will hold a sign. <br /> 36 Chair Price said she wanted to know if there was consensus for focusing on the schools <br /> 37 instead of schools and county property. <br /> 38 Commissioner Bedford said she thought there was consensus for removing county <br /> 39 property from the ordinance. <br /> 40 Bonnie Hammersley said that if the Board does not do anything with county property, <br /> 41 there would be no change to current procedures. She said that if people want to picket on <br /> 42 county property, they usually contact the County Manager's Office. <br /> 43 Commissioner Bedford said she thought that $100 was a fair fine for violating the <br /> 44 ordinance. <br /> 45 Commissioner Greene agreed with Commissioner Bedford's suggested fine amount. <br /> 46 Chair Price asked the County Attorney if he had the information he needed to bring <br /> 47 something back at the following business meeting for the Board to review. <br /> 48 John Roberts said county property references would be removed and that could be <br /> 49 addressed in the future by the Board. He said that would eliminate most of the language in the <br /> 50 draft ordinance. He said there would be no standards for picketing, just that picketing would be <br /> 51 prohibited around school property. <br />
