She said that it is a different process than the <br /> 17 Orange County District Attorney is willing to do. She said that the numbers represent every <br /> 18 referral that comes in because all referrals are accepted. She said that the numbers are not <br /> 19 high enough in terms of the people that are eligible for relief, but mass relief would be a decision <br /> 20 made by the District Attorney's Office.
