Attachment 3 <br /> 1 <br /> 1 DRAFT MINUTES <br /> 2 ORANGE COUNTY <br /> 3 BOARD OF COMMISSIONERS <br /> 4 BUDGET WORK SESSION <br /> 5 May 26, 2022 <br /> 6 7:00 p.m. <br /> 7 <br /> 8 The Orange County Board of Commissioners met for a Budget Work Session on Thursday, <br /> 9 May 26, 2022 at 7:00 p.m. <br /> 10 <br /> 11 COUNTY COMMISSIONERS PRESENT: Chair Renee Price, Vice Chair Jamezetta Bedford, <br /> 12 and Commissioners Amy Fowler, Jean Hamilton, Earl McKee and Anna Richards <br /> 13 COUNTY COMMISSIONERS ABSENT: Commissioner Sally Greene <br /> 14 COUNTY ATTORNEYS PRESENT: John Roberts <br /> 15 COUNTY STAFF PRESENT: Deputy County Manager Travis Myren, and Clerk to the Board <br /> 16 Laura Jensen. (All other staff members will be identified appropriately below) <br /> 17 <br /> 18 Chair Price called the Board of County Commissioners meeting to order at 7:00 p.m. <br /> 19 <br /> 20 Chair Price welcomed everyone to the budget work session. She noted that <br /> 21 Commissioner Greene would not be in attendance. <br /> 22 <br /> 23 1. FY 2022-23 Budget Discussion with Durham Technical Community College <br /> 24 The Board reviewed and discussed the Orange County Campus of Durham Technical <br /> 25 Community College FY 2022-23 Operating and Capital Investment Plan Budgets. <br /> 26 <br /> 27 BACKGROUND: The County Manager presented the FY 2022-23 Recommended Budget on <br /> 28 May 3, 2022. Since that time, the Board has conducted one public hearing to receive residents' <br /> 29 comments regarding the proposed funding plan. Tonight's work session is the first opportunity <br /> 30 the Board has had to discuss next year's recommended funding plan related to non K-12 <br /> 31 Education funding. Total Durham Technical Community College Education funding, as included <br /> 32 in the FY 2022-23 Manager Recommended Budget, is $884,405. <br /> 33 <br /> 34 County Support of Orange County Campus of Durham Technical Community College <br /> 35 Durham Technical Community College (DTCC) — Orange County Campus requested $822,020 <br /> 36 for Operations (an increase of $44,928 from FY 2021-22), Capital Outlay funds of $100,000 <br /> 37 ($25,000 increase from FY 2021-22), and $250,000 related to financial aid ($200,000 to <br /> 38 continue the funding of 200 scholarships for Orange County residents attending DTCC and <br /> 39 continued funding of $50,000 for financial aid grants for Back to Work students when their <br /> 40 courses are not covered by the State). Both financial aid requests are funded through Article 46 <br /> 41 One-Quarter Cent Sales Tax proceeds. <br /> 42 <br /> 43 The recommended funding for the Orange County Campus of Durham Technical Community <br /> 44 College, located at the Waterstone Development in Hillsborough, provides current expense <br /> 45 funding of$809,405 (an increase of$32,313 from FY 2021-22) and recurring capital of $75,000 <br /> 46 (the same as in FY 2021-22). In addition, the recommended budget includes $200,000 for 200 <br /> 47 scholarships (student tuition for Orange County Residents) and $50,000 for financial aid for <br /> 48 Back to Work students when their courses are not covered by the State. Both of these will be <br /> 49 paid from Article 46 Sales Tax proceeds instead of through Current Expenses. <br /> 50 <br />
