Resolution — ADA Paratransit Plan Transportation Services Director and <br /> Transportation Planner, 919-245-2582 <br /> PURPOSE: To conduct a public hearing and adopt a resolution approving the Orange County <br /> Transportation Services (OCTS) American Disabilities Act (ADA) Paratransit Plan. <br /> BACKGROUND: Recent changes to the ADA Title II requires public transit agencies to extend <br /> complementary ADA-accessible transit service to eligible persons within 3/4-mile of any fixed route <br /> service. In order to demonstrate compliance with this requirement, each system providing fixed- <br /> route service is required to adopt an ADA Paratransit Plan detailing all transit services as well as <br /> the eligibility certification process. <br /> Federal Transit Administration (FTA) requires that recipients of federal funds conduct a public <br /> hearing for any changes in transit services. With recent improvements to OCTS fixed routes, <br /> paratransit and mobility-on-demand services, OCTS staff implemented the following public process <br /> to update the County's ADA Paratransit Plan: <br /> • May 18, 2022 — Orange Unified Transportation Board (OUTBoard) received the initial item and <br /> commented on its public process <br /> • July 20, 2022 — OUTBoard received the revised plan and provided comments <br /> • July 21, 2022 - Friday, August 19, 2022 — Thirty-day public comment period <br /> • August 17, 2022 — OUTBoard unanimously recommended BOCC approve the updated <br /> Paratransit Plan <br /> • September 6, 2022 — BOCC conducts public hearing and considers adoption of the resolution <br /> approving the 2022 ADA Paratransit Plan. <br /> All public comments have been incorporated into the plan — see Appendix E in the plan, public <br /> comments received. <br /> FINANCIAL IMPACT: There is no immediate financial impact associated with this item. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to this <br /> item: <br />
