8 <br /> Department of Social Services <br /> 9. The Department of Social Services has received the following revenues: <br /> • Special Child Incentive — The department has received $28,435 for the number of <br /> adoptions completed by Social Services in the prior year. These funds will be used <br /> to promote the adoption program and enhance agency adoption services. This <br /> amendment authorizes these revenue and expenditures in the DSS Client Adoption <br /> Fund, outside of the General Fund. <br /> • Low-Income Household Water Assistance Program (LIHWAP) — The <br /> department has received an additional allocation from the State to provide water <br /> payment assistance to low income households. The program will run from July 2022 <br /> to June 2023 and the county will receive $33,923 for direct payments and <br /> administrative support for this program. <br /> • LINKS in North Carolina — The department has received a one-time increase of <br /> $6,500 in the State LINKS Program (Clothing Allowance) allocation from the NC <br /> Department of Health and Human Services. The department will provide one-time <br /> unrestricted payments to eligible young adults. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are <br /> applicable to this item: <br /> • GOAL: CREATE A SAFE COMMUNITY <br /> The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, <br /> gang activity, substance abuse and domestic violence. <br /> • GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION <br /> AND INEQUITY <br /> The fair treatment and meaningful involvement of all people regardless of race or <br /> color; religious or philosophical beliefs; sex, gender or sexual orientation; national <br /> origin or ethnic background; age; military service; disability; and familial, residential <br /> or economic status. <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding <br /> necessary for residents to provide shelter, food, clothing and medical care for <br /> themselves and their dependents. <br /> Criminal Justice Resource Department <br /> 10.The Criminal Justice Resource Department has deferred $8,830 in Drug Treatment Court <br /> funding that was unspent in FY 2021-22. These funds will be reauthorized to be spent in <br /> FY 2022-23 in the Multi-year Grant Fund. Additionally, the $32,000 FY 2022-23 Drug <br /> Treatment Court will be re-budgeted out of the General Fund, and will be authorized in the <br /> Multi-year Grant Fund as well.
