Year-to-Date Budget Rebecca Crawford, (919) 245-2152 <br /> Summary Gary Donaldson, (919) 245-2453 <br /> PURPOSE: To approve budget, grant, and capital project ordinance amendments for Fiscal Year <br /> 2022-23. <br /> BACKGROUND: <br /> Note: The term "Deferred Revenues" used in several of the items listed below are also known <br /> as unearned revenue or prepayments, and refers to revenue received in FY 2021-22 in advance <br /> of FY 2022-23. Deferred revenue is reserved and accounted for on the County's balance sheet <br /> as a liability to avoid expenditure in FY 2021-22. At the start of FY 2022-23, the deferred revenue <br /> is then recognized on the income statement as revenue. <br /> Environment, Agriculture, Parks and Recreation <br /> 1. The Department of Environment, Agriculture, Parks and Recreation (DEAPR) requests to <br /> amend its budget with the following items: <br /> • NC Matching Grant -- As of June 30, 2022, the department has $9,696 in deferred <br /> revenue, for use in FY 2022-23, related to the Soil and Water division's NC Matching <br /> Grant. Matching funds are used for office and educational supplies, staff training and <br /> certification costs and award sponsorship. <br /> • Streamflow Rehabilitation Assistance (STRAP) Program — DEAPR has received <br /> $60,097 from the NC Department of Agriculture and Consumer Services, Division of <br /> Soil & Water with a grant period of June 1, 2022 to December 31, 2024. These funds <br /> will be used to protect and restore the integrity of drainage infrastructure through <br /> routine maintenance to existing streams and drainage ways. This budget amendment <br /> appropriates these funds and creates the following DEAPR Grant Project Ordinance <br /> in the Multi-Year Grants Fund, outside of the General Fund: <br />
