33 <br /> 1 Commissioner Greene asked if their assessment would include the Southern Campus in <br /> 2 Chapel Hill. <br /> 3 Jay Smith said yes. <br /> 4 Commissioner Bedford asked for clarification on the following statement from the <br /> 5 background materials on the item: <br /> 6 "For a master plan, the size of an individual office or area is not as important as <br /> 7 the space-per-person or space-per-equipment standard. Based on the <br /> 8 recommended net square foot space standards and the type of department <br /> 9 (staff versus equipment driven), the consultant will recommend a space-per- <br /> 10 unit (staff or equipment) allocation standard, expressed as department gross <br /> 11 square foot per staff, for each department." <br /> 12 Kevin Montgomery said it is function driven. He said they consider functions that will be <br /> 13 carried out in the space and what does it take to do one's functional job. He said that shared <br /> 14 space needs to be factored in. <br /> 15 Commissioner Richards asked how we can do a facilities plan when there is not a <br /> 16 strategic plan in place. She said that she understands that this is meant to be a visioning piece <br /> 17 and asked how those to things come together without a strategic plan. <br /> 18 Kevin Montgomery said they look at the 20 years with an estimate of growth in the <br /> 19 community versus staff that will be needed to serve the community. He said they look at other <br /> 20 communities and look at the larger picture to compare. He said they work with the information <br /> 21 that staff is given them, the information CGL has collected, and the average growth rate to <br /> 22 factor the estimates. He said his experience with Durham County has been almost head on with <br /> 23 their estimates. <br /> 24 Commissioner Richards asked if the Board would have the opportunity to participate in <br /> 25 the visioning sessions. <br /> 26 Kevin Montgomery said it is the most important part of the process. He said they start <br /> 27 with the aspirations, in building and master planning then they balance it out. He said they start <br /> 28 by listening to the community. <br /> 29 Chair Price said she first met Kevin Montgomery during their work on the Durham Tech <br /> 30 expansion. <br /> 31 Commissioner Fowler asked if they have standard data of the effect of telecommuting on <br /> 32 space needs. <br /> 33 Kevin Montgomery said that is evolving and is a hybrid. He said they understand that <br /> 34 today is a little different than 12 months from now. He said that their estimates may change but <br /> 35 most people are 40% in office or are hybrid telecommuting. <br /> 36 Commissioner Hamilton asked them to clarify who the county project manager is and <br /> 37 asked if it is Steve Arndt. <br /> 38 Kevin Montgomery said yes. <br /> 39 Commissioner Hamilton asked who will be on the oversight committee. <br /> 40 Jay Smith said that is just getting underway and will be one of the first things that they <br /> 41 produce. <br /> 42 Commissioner Hamilton asked what they look for in membership. <br /> 43 Steve Arndt said they will get a diverse group of viewpoints from within county <br /> 44 government. <br /> 45 Bonnie Hammersley said they will look to different department directors. She said that all <br /> 46 departments have strategic plans, and those will be looked at. She said they already have <br /> 47 hybrid remote work and they have already identified positions that are permanently remote. She <br /> 48 said the committee will be more of an executive team of department directors and a <br /> 49 representative from the County Manager's Office. <br /> 50 Commissioner Hamilton asked what "order of magnitude cost estimates" means. <br />
