She said that ARPA was brought into deal with issues because of pandemic. She <br /> 15 said that post-pandemic there are other economic factors that are driving up cost of housing in <br /> 16 Orange County. She said that the forces of demand of Orange County may outstrip their ability <br /> 17 to meet them all. She said that she does not want to put money into underlying structural issue <br /> 18 that may not be fixed when there are other needs in the county. She said that she thinks about <br /> 19 the school needs and wants to understand the magnitude of the choices they must make with <br /> 20 money. She said they need to serve the most vulnerable but not neglect educational needs. She <br /> 21 said that she is concerned that they are creating something that is not sustainable and that <br /> 22 there are impacts this fiscal year. <br /> 23 Commissioner Greene said it is a difficult balancing act. She said that there will need to <br /> 24 be caps and lines drawn. She said that their body passed $125 million bond and that only $5 <br /> 25 million was allotted for housing. She said they need to find a sustainable solution to emergency <br /> 26 housing assistance and that it will be painful. She said that the county cannot fix the structural <br /> 27 problems but to help those that need help. She said that people cannot make a living to support <br /> 28 rent. She said that they all know that, but she wanted to say it. She said they cannot solve the <br /> 29 structural problems, but they can do the best they can to help those that need it. <br /> 30 <br />
