24
1 John Roberts said whenever the Board wants it to come back, it will come back for a first
2 reading and a second reading. He said there would not be changes unless the Board directs
3 those between now and the first reading.
4 Commissioner Hamilton said she pulled October out of the hat, because the Board did
5 not know what might be on the agenda in September. She said a delay will give the schools
6 time to have input and they can see where things stand. She said she is okay with rethinking
7 this and if there is a way to protect children and not abridge other peoples' rights.
8 Commissioner Greene asked what the Board needed to do to change the language
9 about the definition of picketing to add for a protest or demonstration and take out the other
10 clause.
11 John Roberts said no specific action is needed but if the Board agrees with it, he will
12 bring that to the Board. He said it would be a completely new first reading. He said that if the
13 Board was adopting at the meeting, they would need to specify adoption with the amendment as
14 proposed or as recommended.
15 Commissioner Greene said if the Board was in support of the amended language.
16 The Commissioners agreed.
17 Chair Price said she would like to speak with the members of the school board and invite
18 them to a meeting so they can hear all sides.
19 Commissioner Fowler said that the previous discussion included pickets and the size of
20 the signs. She asked if Board decided that they were not going to regulate the size of the signs.
21 Commissioner Greene said no, because it's not allowed under the proposed ordinance,
22 so there is no reason to regulate the size.
23 Commissioner Fowler said that the public can still picket outside of the Whitted building.
24 She asked if the Board did not want to address the issue at that time.
25 The Commissioners indicated that they did not want to address that issue.
26
27 VOTE: Ayes, 6 (Chair Price, Commissioner Bedford, Commissioner Fowler,
28 Commissioner Greene, Commissioner Hamilton, Commissioner Richards); Nays, 1
29 (Commissioner McKee)
30
31 MOTION PASSES 6-1
32
33
34 7.
