She said there is a lot of confusion here about what the Board might be <br /> 6 doing. She said she does not think there is evidence, but it could come back more clearly so <br /> 7 they can have a debate about what it is. <br /> 8 Chair Price said the school board not listening to the parents is unacceptable. She said <br /> 9 that she hopes with the new board, it may be different. She said if not, come back to them and <br /> 10 they can try to do something. She said that parents should be in the schools as they feel they <br /> 11 should be. She said that many years ago she tutored in the schools and was astounded by how <br /> 12 many parents didn't even come to pick their child up after school. <br /> 13 <br /> 14 Commissioner McKee made a motion to reject the County Manager's recommendation <br /> 15 and take no further action on this item. <br /> 16 The motion died for lack of a second. <br /> 17 <br /> 18 A motion was made by Commissioner Hamilton, seconded by Commissioner Bedford, to <br /> 19 delay the discussion of the ordinance to a business meeting in October 2022. <br /> 20 <br /> 21 Commissioner Richards asked if it was possible to specify in the ordinance while <br /> 22 children are present. <br /> 23 John Roberts said that it was included. <br /> 24 Commissioner Richards said she read it and it does not say when students are present. <br /> 25 John Roberts said it applies only during school hours or school activities during which <br /> 26 students are present on school property for educational, athletic, or school-sponsored <br /> 27 extracurricular activities. <br /> 28 Commissioner Richards said that has to stay in there and be clear. <br /> 29 Chair Price said the motion on the floor was to delay discussion of the ordinance to <br /> 30 October. <br /> 31 Commissioner Richards asked if when it comes back in October if that will be the first or <br /> 32 second reading. <br /> 33 John Roberts said that if the changes were more restrictive, it would have to come back <br /> 34 for a first and second reading. He said that the proposed changes were less restrictive. He said <br /> 35 that as a policy matter, it doesn't have to come back for a second reading. He said the statute <br /> 36 that was passed last year says a first reading and then the next regular meeting, so for that <br /> 37 reason, it will come back for a first and second reading. <br /> 38 Chair Price said it will come back as a new ordinance in the fall, at which time the Board <br /> 39 could get input from other school board members and parents. <br /> 40 Commissioner McKee asked why the delay until October. <br /> 41 Chair Price said that September provides time to draft changes, and then it could be <br /> 42 ready for October. <br /> 43 Commissioner McKee said it is already drafted. <br /> 44 Chair Price said it could be difference because it is coming back for a first reading. She <br /> 45 said that if the Board delays discussion of the ordinance it would have to be newly considered. <br /> 46 She said that the ordinance will basically die, or it will be comatose. <br /> 47 Commissioner McKee said it will not die with the motion. <br /> 48 Chair Price said John Roberts said the ordinance will have to come back for a first and <br /> 49 second reading. <br /> 50 Commissioner McKee said staff will retype the ordinance. He said changes were made <br /> 51 during the meeting. <br />
