14 <br /> 1 Commissioner Fowler said that Chapel Hill-Carrboro City Schools chose that plan <br /> 2 because it was intended for mental health. She said that Orange County provided it to teachers <br /> 3 and that Chapel Hill-Carrboro did not know they had the option. <br /> 4 Commissioner Richards said it was either supposed to be for mental health or <br /> 5 achievement gap. <br /> 6 Commissioner Bedford said that Commissioner Fowler was correct that it was for either <br /> 7 option. <br /> 8 Commissioner McKee said that is also his point. He said that it was an option, and they <br /> 9 made a choice. He said it makes a difference to him. <br /> 10 Commissioner Greene said that Orange County did not fund teachers, but they used it <br /> 11 for staff. She said she understands that it is a special crisis year for the schools, it also a crises <br /> 12 year for the community. She said that she is satisfied that they are striking the best balance. <br /> 13 Commissioner Bedford, Commissioner Hamilton, and Commissioner Fowler were in <br /> 14 favor of amendment 22-23OP-008 which would increase school funding by $1.2 million and <br /> 15 reduce unallocated ARPA funds by $1.2 million. She said that would mean to be sustainable, the <br /> 23 following year there would need to be a quarter cent tax increase to fund it in future years. She <br /> 24 said she felt that $450,000 is a better number than $1 million. <br /> 25 Commissioner McKee said he is against the amendment. He said that he has been on <br /> 26 the Board since 2010. He said at that time, he had seen the county bypassed by economic <br /> 27 development projects year after year. He said he learned that there was no effort to attract <br /> 28 business with jobs and taxes and that the state economic development office had written the <br />
