25 <br /> 1 A motion was made by Commissioner McKee, seconded by Commissioner Hamilton, to <br /> 2 open the public hearing. <br /> 3 <br /> 4 VOTE: UNANIMOUS <br /> 5 <br /> 6 No one signed up to speak at the public hearing. <br /> 7 <br /> 8 A motion was made by Commissioner Greene, seconded by Commissioner Bedford, to <br /> 9 close the public hearing. <br /> 10 <br /> 11 VOTE: UNANIMOUS <br /> 12 <br /> 13 A motion was made by Commissioner Greene, seconded by Commissioner McKee, to <br /> 14 adopt a Resolution authorizing submission of the FY 2022-2023 Annual Action Plan; adopt and <br /> 15 authorize the Chair to sign a Resolution approving the proposed HOME Program Activities for <br /> 16 FY 2022-2023; and authorize the County Manager to implement the HOME Program as <br /> 17 approved by the BOCC, including the ability to execute agreements with partnering nonprofit <br /> 18 organizations after consultation with the County Attorney and based on the allocation received <br /> 19 from HUD. <br /> 20 <br /> 21 VOTE: UNANIMOUS <br /> 22 <br /> 23 <br /> 24 6. Regular Agenda <br /> 25 a. Longtime Homeowner Assistance (LHA) Additional Information <br /> 26 The Board received information and considered options for the LHA property tax program in <br /> 27 2022. <br /> 28 <br /> 29 BACKGROUND: At the May 24, 2022 Business meeting, staff provided the Board with detailed <br /> 30 cost estimates for options to change the LHA program design. The Board of County <br /> 31 Commissioners reviewed the options and requested additional information from staff. A <br /> 32 summary of information provided at this meeting: <br /> 33 • Additional statement for the informational insert: If you received assistance from this <br /> 34 program on your 2021 tax bill, you DO NEED TO APPLY again to qualify for assistance <br /> 35 on your 2022 tax bill. <br /> 36 • An estimated 20,009 owner-occupied residential properties owned for 5 or more years <br /> 37 will have an increase in their County tax. <br /> 38 • An estimated 9,704 owner-occupied residential properties owned for 10 or more years <br /> 39 will have an increase in their County tax. <br /> 40 • Staff estimated the following number of households at the Area Median Income levels: <br /> Estimated owner- <br /> occupied <br /> Income level households in OC <br /> Over 80%AMI 9,984 <br /> 61-80%AMI 3,181 <br /> 31-60%AMI 3,622 <br /> 30%AMI and under 3,241 <br /> TOTAL 80%AMI and below 10,045 <br /> 41 <br /> 42 <br />
