Key components of the recommended employee pay and benefits plan <br /> 15 include: <br /> 16 o 3% wage increase for FY 2022-23. <br /> 17 o Resumption of the Merit Pay Program on employees' base salaries at the dollar <br /> 18 values in effect in FY 2022-23. Merit Pay increases, if any, will be applied to <br /> 19 employees' base salaries on the first full pay period in January 2023. <br /> 20 o Continue the $27.50 per pay period County contribution to non-law enforcement <br /> 21 employees' supplemental retirement accounts and the County matching <br /> 22 employees' contributions up to $63.00 semi-monthly (for a maximum annual <br /> 23 County contribution of$1,638) for all general (non-sworn law enforcement officer) <br /> 24 employees; continue the mandated Law Enforcement Officer contribution of 5.0% <br /> 25 of salary, and continue the County's required contribution to the Local <br /> 26 Governmental Employees' Retirement System (LGERS) for all permanent <br /> 27 employees. For FY 2022-23, the Law Enforcement Officers (LEDs) rate <br /> 28 increases from 12.10 to 13.04 percent of reported compensation, and all other <br /> 29 employees' rate increases from 11.35 to 12.14 percent of reported <br /> 30 compensation. <br /> 31 o Continue to participate in the North Carolina Health Insurance Pool (NCHIP), and <br /> 32 continue medical and prescription third party administrators with Blue Cross Blue <br /> 33 Shield of North Carolina (BCBSNC) and Prime Therapeutics, a division of <br /> 34 BCBSNC, respectively. Increase recommended for health insurance as <br /> 35 approved by the BOCC per Agenda Item 6-b at the Board's March 15, 2022 <br /> 36 Business meeting. No increase to employee premium equivalent for health, <br /> 37 dental, or vision insurance. No increase for health coverage premium equivalent <br /> 38 for pre-65 retirees enrolled in the County's group plans, and no increase for post- <br /> 39 65 (Medicare eligible) retirees. <br /> 40 o Increase the Living wage to $15.85 per hour for all permanent and temporary <br /> 41 employees, effective July 1, 2022. <br /> 42 o Continue the additional eight hours of annual leave to be awarded at an <br /> 43 employee's anniversary date, prorated for part time employees. <br /> 44 o Continue the six-week paid parental leave policy. <br /> 45 o Offer employer-paid short term disability insurance to all permanent employees <br /> 46 for up to 13 consecutive weeks. <br /> 47 Information Technologies <br /> 48 <br /> 49 Community Services: <br /> 50 0 Animal Services <br />
