10 <br /> 1 presents recommendations to the Board of County Commissioners, which delegates final <br /> 2 approval of grant awards to the Manager per North Carolina General Statute 14-234.3. <br /> 3 <br /> 4 Recipients are required to submit written program reports that include goals, description of <br /> 5 activities/challenges, revisions of timelines/budgets, and other relevant information. Funded <br /> 6 projects are monitored for progress and performance, financial and administrative management, <br /> 7 and compliance with the terms of Performance/Development Agreement(s). Monitoring may <br /> 8 involve site and/or office visit(s). <br /> 9 <br /> 10 For Fiscal Year 2022-23, Orange County received applications from 57 agencies. The requests <br /> 11 totaled $2,238,645, an increase of $508,692 above Fiscal Year 2021-22. The FY 2022-23 <br /> 12 Manager Recommended Budget includes funding awards for 53 agencies with a total of <br /> 13 $1,854,691, an increase of$124,737 from the FY 2021-22 Approved Budget. <br /> 14 <br /> 15 Please refer to the Outside Agency section (Page 244) of the FY 2022-23 Manager <br /> 16 Recommended Budget for information outlining Outside Agency funding. <br /> 17 <br /> 18 Bonnie Hammersley made the following PowerPoint presentation: <br /> 19 <br /> 20 Slide #1 <br /> ORANGE COUNTY <br /> NORTH CAROLINA <br /> Outside Agency Funding <br /> 21 <br /> 22 Bonnie Hammersley said that the NC General Assembly amended the statue relating to <br /> 23 outside funding and it now restricts county commissioners from awarding funding to any outside <br /> 24 agency on which they serve on the board. She said that to comply with the statute, this budget <br /> 25 recommends that the total funding for outside agencies be placed in a new outside agency <br /> 26 department and that amount of money will be allocated per grant awards by the county manager <br /> 27 after July 1. She said that there is one application for Orange County, Chapel Hill, and Carrboro. <br /> 28 She said they are taking steps together to center racial equity in outside agency funding. She <br /> 29 said the next year they will conduct an analysis of each program in collaboration with the <br /> 30 outside agencies. She said next year they will have more information.
