He said Durham <br /> 3 Tech is working hard to fill this gap in the work force. <br /> 4 Commissioner Fowler asked if the culinary program will be taught at the Correctional <br /> 5 Facility. <br /> 6 President Buxton said yes. <br /> 7 Chair Price asked what accounts for the difference in Durham Tech's request and the <br /> 8 County Manager's Recommended Budget. <br /> 9 Bonnie Hammersley said Durham Tech is receiving a 3% increase like other county <br /> 10 departments and school systems. <br /> 11 Chair Price said that the recommended amount is less than what was requested. <br /> 12 Bonnie Hammersley said it may be less than what Durham Tech requested, but it is still <br /> 13 3% above what Durham Tech received last year. <br /> 14 Chair Price asked what would be lost without full funding. <br /> 15 President Buxton said it would affect the Facilities Technician share and the police <br /> 16 vehicle. He said they are struggling on the facilities tech side with HVAC issues given the age of <br /> 17 the buildings. He said the police vehicle is a matter of securing the facility and having the tools <br /> 18 of the trade. <br /> 19 Commissioner McKee said he appreciates the re-consideration of the new facility. He <br /> 20 said he hopes the expansion will act as a stopgap until more can be done. He said he <br /> 21 appreciates the concern about security. He said that that it is apparent that educational <br /> 22 institutions are being targeted and all campuses should be protected as much as possible. <br /> 23 President Buxton said he appreciates the partnership. <br /> 24 Commissioner Bedford said the expansion space seems like it provides flexibility and <br /> 25 adaptability to align with the workforce needs. <br /> 26 President Buxton said that is correct. He said that moving forward, there will be a focus <br /> 27 on flexible space where equipment can be moved in and out. <br /> 28 Dr. Battle said by making it a hyper-flex classroom, they have the ability to interchange <br /> 29 needs without the additional cost of building specialized space. <br /> 30 President Buxton said they have heard not to bolt any technology to the floor, because <br /> 31 processes and equipment in many fields are ever evolving. <br /> 32 Commissioner Bedford said she looks forward to supporting the expansion in the CIP. <br /> 33 Chair Price thanked them very much for their work. Discussion of Outside Agencies Funding for FY 2022-23 <br /> 40 The Board reviewed and discussed Outside Agencies funding for FY 2022-23. <br /> 41 <br /> 42 BACKGROUND: Each fiscal year, non-profit organizations that deliver community services <br /> 43 have the ability to apply for program funding from Orange County. In December 2016, the <br /> 44 Orange County Board of Commissioners adopted a funding target of 1.2 percent of the County's <br /> 45 general fund expenditures, less the appropriation for education expenses, for the purpose of <br /> 46 funding outside agency operations. Historically, the County had a funding target of 1.0 percent. <br /> 47 <br /> 48 Applications are reviewed by staff members for completeness and eligibility. The applications <br /> 49 are then presented to a specific advisory board and evaluated. Each advisory board then <br /> 50 makes recommendations to the County Manager for consideration.
