- More national 'tract builders' have been introduced in the County. <br />These builders, on average, have higher reinspection rates. <br />Chart b -reflects revenue to budget comparison. <br />- On the whole, Inspections revenue has been greater than the <br />amount budgeted, with the exceptian of 2000-2003, where new <br />housing activity was greatly impacted by 9/11 and the economy. <br />c. Analysis of Permits Plus data management system -Before the <br />implementation of Permits Plus software in 2003, the valuation data on <br />projects was not verified. With the implementation of Permits Plus, both <br />residential and commercial valuations have been cross-referenced with <br />the valuation tables compiled by the International Cade Council, which is <br />used as a regional guide to validate licensing requirements. In addition, <br />the software separates the data into jurisdictional areas. Currently, the <br />Orange County Inspections Division conducts permitting and inspections <br />activities within the Town of Hillsborough and unincorporated Orange <br />County. <br />• Attachment 4 <br />Chart a - reflects the valuation of residential projects within <br />unincorporated Orange County, compared to the Town of Hillsborough. <br />- The numbers of single family dwellings within the County have <br />dramatically increased until 2001, when the numbers leveled off at <br />around 370 NSFD; but the square footage and relative values have <br />increased significantly. <br />Chart b -reflects the valuation of commercial projects within <br />unincorporated Orange County, compared to the Town of Hillsborough. <br />- No government buildings are included in this analysis. <br />- Churches and other private non-profit organizations are included <br />and typically make up the unincorporated portion of the Orange <br />County permit data. <br />- The dramatic increase in 2003-04 was related to Patriot's Point and <br />Sports Endeavors. <br />d. Staffing Levels and Customer Service Initiatives - In December 2003, <br />the BOCC approved additional staff positions for the Inspections Division, <br />which were required to meet the increasing demand for services resulting <br />from increased construction levels, and to improve level-of-service <br />standards to the citizens.
