Providers must perform a mandatory site visit, accompanied <br />by an Orange County representative, for the property included in this Request for <br />Quotations, prior to submitting a competitive bid for the work. Orange County will not <br />accept bids from Providers that have not attended a mandatory site visit. It is the goal <br />of Orange County to minimize inconveniences for the property owners, so Providers must <br />contact the Staff Engineer to coordinate a confirmed day/time for the mandatory site visit. <br />Providers who have attended a mandatory site visit may forward additional questions to <br />Christopher J. Sandt, P.E. (Staff Engineer) at csandt@orangecountync.gov no later than <br />5:00 p.m. on July 20, 2022. Providers should enter “1621 Genestu Drive: Questions” as <br />the subject for the email. <br />Questions received by the deadline date, Orange County’s response, and any additional <br />terms deemed necessary by the Orange County shall become an Addendum to this Request <br />for Quotation. No information, instruction or advice provided orally or informally by any <br />Orange County personnel, whether made in response to a question or otherwise in <br />connection with this Request for Quotation, shall be considered authoritative or binding. <br />Providers shall rely only on written material contained in this Request for Quotation. Orange <br />County will post an Addendum with responses to all questions asked by Providers who have <br />attended a mandatory site visit by 5:00 p.m. on July 21, 2022. <br /> <br />Orange County intends to award contracts to the lowest responsible and responsive bidder <br />in late July 2022, subject to budget availability. Orange County will independently <br />evaluate the property-specific bids for the property included in this Request for <br />Quotation to determine the lowest bid. Providers may be selected to contract with <br />Orange County as the lowest responsible and responsive bidder for more than one <br />property, if other properties are concurrently advertised for bid via separate Requests <br />for Quotations. <br /> <br />The selected Provider will contract with Orange County using the Orange County contract <br />template attached to this Request for Quotation (see Exhibit C). There will be no initial <br />deposit payments or partial payments made to the Provider. The Provider will be paid by <br />Orange County upon 100% completion and certification of the work as defined within the <br />Orange County contract. Upon execution of the contract, Orange County will issue a written <br />notice to proceed (NTP) to the Provider. The Provider will be expected to coordinate with <br />Orange County and the LMI Heritage Lot Owner throughout the entirety of the construction <br />process, from start of construction through construction completion and satisfactory final <br />inspections/certifications. <br /> <br />The selected Provider will be expected to follow Town of Chapel Hill or Town of Carrboro <br />hours of operation, depending on the jurisdictional area in which work is being performed. <br />No work will be performed on Saturdays, Sundays or legal holidays without express written <br />permission from Orange County and the respective Town, depending on the jurisdictional <br />area in which work is being performed. <br /> <br />DocuSign Envelope ID: A3CE6C07-13D8-4FB5-AC5E-288930FD9CA8
