It is important to recognize the fact that <br /> there is a potential for charter students to <br /> return to the public school systems. The <br /> Consideration of Charter Students (page Task Force recommends that as School <br /> 33) and County. staffs annually update current <br /> and projected student membership, they <br /> also update the number of charter <br /> students that each system has. <br /> The current construction standards identify <br /> eight major elements of capital projects <br /> including site acquisition, site' <br /> Clarification of Project Components (page development, construction costs, fees, <br /> 34) technology, moveable equipment, start-up <br /> costs and contingency.. The Task Force <br /> provides definitions and examples of <br /> project components. <br /> Both districts identified items specific to <br /> meeting State or Local codes. These <br /> Allowances for Expenditures Related to particular items have potential to increase <br /> meeting State and/or Local Ordinances project costs significantly. The Task Force <br /> and Codes (page 35) recommends that, when necessary, the <br /> Board allow each system to include these <br /> items in the project budgets. <br /> Many counties throughout the State have <br /> recognized benefits and cost savings by <br /> using the same school design time after <br /> Use of Prototype Designs (page 36) time. The Task Force recommends that <br /> the Board continue to encourage both <br /> systems to pursue use of prototype <br /> designs as new projects are planned. <br /> Members of the Task Force agreed that <br /> both districts have adopted some internal <br /> measures to address this aspect of project <br /> planning. The committee recommends that <br /> the Commissioners continue to encourage <br /> both systems to pursue value engineering <br /> Value Engineering and Life Cycle Costing to the extent possible. The Task Force <br /> (page 36) also recommends that the Board consider <br /> making the High Performance Building <br /> Standards (a report compiled by the <br /> Triangle J COG and due out in the near <br /> future) an addendum to the County's <br /> adopted School Construction.
