Article 10: Definitions 183 <br /> Section 10.1: Definitions <br /> State Agency <br /> Every department, agency, institution, public authority, board, commission, bureau, division, council, <br /> member of Council of State, or officer of the State government of the State of North Carolina. <br /> State Clearinghouse <br /> The clearinghouse agency established by the North Carolina Department of Administration under the <br /> North Carolina Environmental Policy Act. <br /> State Mandate <br /> The minimum Rules adopted by the Environmental Management Commission for application to North <br /> Carolina's water supply watersheds, as required by the Water Supply Watershed Protection Act. The <br /> purpose of the Act, as stated in its opening paragraph, is "... to protect and enhance the quality of the <br /> State's surface water supplies by establishing a cooperative program of water supply protection to be <br /> administered by local governments consistent with statewide management requirements established by <br /> the Environmental Management Commission (EMC)."
