Article 6: Development Standards 124 <br /> Section 6.15: Soil Erosion and Sedimentation Contro1266F <br /> (a) Notwithstanding other requirements of law, as soon as any person <br /> responsible for a facility or operation, or responsible for emergency <br /> response for a facility or operation (the Financially Responsible <br /> P--ersenParty264) has information of any known or suspected release of <br /> materials which are <br /> are resulting or may result in illegal discharges or <br /> pollutants discharging into or may reach the stormwater collection <br /> system or waters of Orange County, the Financially Responsible Person <br /> Party shall take all necessary steps to ensure the discovery, <br /> containment, and cleanup of such discharge. <br /> (b) In the event of such a discharge of hazardous materials, the Financially <br /> Responsible P-e-�Party shall immediately notify emergency response <br /> agencies of the occurrence via emergency dispatch services, and shall <br /> notify the Erosion Control Officer within 24 hours. <br /> (c) In the event of a discharge of non- hazardous materials, the Financially <br /> Responsible Pe�Party shall notify the Erosion Control Officer no later <br /> than the next business day. <br /> (d) All notifications shall be confirmed by written notice addressed and <br /> mailed to the Orange265 County within three business days of the <br /> discharge. <br /> (e) Notification shall not relieve the Financially Responsible Person Party of: <br /> (i) Any liability or expense related to the discharge. <br /> (ii) Restoration of any area affected by the discharge to preexisting <br /> conditions. <br /> (iii) Liability or violation of any regulatory body of the-_Orange266 <br /> County, State or Federal government. <br /> Section 6.15: EROSION AND SEDIMENTATION • • <br /> 6.15.1 Purpose and Intent <br /> (A) Overall <br /> (1) The regulations and standards included herein have been adopted for the <br /> purposes of: <br /> (a) Regulating the clearing, grading, excavation, filling and manipulation of <br /> the earth and the moving and storing of waters in order to: <br /> (i) Control and prevent accelerated soil erosion and sedimentation, <br /> (ii) Prevent the pollution of water, <br /> (iii) Prevent damage to public and private property, <br /> (iv) Maintain the balance of nature, <br /> (v) Prevent the obstruction of natural and artificial <br /> drainagewaysdrainage ways, <br /> (vi) Inhibit flooding, and <br /> 261 Consistent use of"Financially Responsible Party"so as to match the Definitions section of this Ordinance— <br /> NOTE.
