MINUTES - Draft <br /> ORANGE COUNTY BOARD OF HEALTH <br /> November 17, 2021 <br /> Quintana Stewart, Health Director, provided an update on the opioid settlement. She began <br /> with some statistics on opioid deaths and overdoses. Below are some highlights of her <br /> presentation. <br /> • The statistics regarding opioid death can be found on the state's website <br /> https://www.ncdhhs.gov/opioid-and-substance-use-action-plan-data-dashboard <br /> • During 2000-2020, there were more than 28K deaths due to drug overdose. In 2020, <br /> there was an average of 8 deaths a day from drug overdoses in NC. <br /> • From 2015-2019, the rate of unintentional medication and drug overdose deaths per <br /> 100K residents was 10.2 in OC and 18.5 for the state. During the same time span, the <br /> rate of unintentional opioid overdose deaths per 100K residents was 7.6 for OC and 15.3 <br /> for the state. <br /> • Opioid litigation <br /> 0 76 out of 100 NC counties and 8 municipalities filed lawsuits in federal court to hold <br /> several companies involved in manufacturing, marketing, promoting, and distributing <br /> prescription opioid drugs. <br /> o The "5-5-5" Committee, comprised of 5 county commissioners, 5 county attorneys, <br /> and 5 county managers from various counties in NC came up with an allocation <br /> formula for NC. Commissioner Sally Greene sits on this committee. <br /> o The MOA allocation model — <br /> ■ 15% goes to the General Assembly <br /> ■ 80% to local governments —all 100 counties and 17 municipalities <br /> ■ 5% to county incentive fund —those counties that sign the MOA by January 2nd <br /> will receive an extra 5% <br /> ■ NC will receive $850 million. The funding will be dispersed over 18 years, front <br /> loaded in the first 3 years, gradually decreasing over time. <br /> o There are 2 options for the use of funds— 1)choose from an already approved <br /> evidence-based strategy 2)engage in collaborative strategic planning with the <br /> community to come up with a strategy. <br /> o There will be transparency as there will be annual financial and impact reporting and <br /> audit requirements. They'll also be a statewide opioid settlement dashboard. <br /> o Next steps include getting all 100 counties to sign on, strategic planning for usage of <br /> funds over time and working with counties to share best practices. <br /> The BOH had questions and comments that were addressed by Ms. Stewart. <br /> B. Update 15' Quarter Financial Reports & Billing Dashboard <br /> Micah Guindon, Finance and Administrative Services Director, provided an update on the 1s' <br /> quarter financial reports as there was an error in the financials presented at last month's Board <br /> meeting. <br /> • There was a typographical error on the pivot table used, which resulted in the retrieval of <br /> information further back in history than it should have. <br /> • The actuals for the revenue and expenditures presented last month were correct; <br /> however, the Annual Budget and percentage of Annual Budget were incorrect. <br /> • In the Revenue section, the correct Annual Budget is $3,287,485 million with the correct <br /> percentage of Annual Budget is 23.26%. <br /> • In the Expenditures section, the correct Annual Budget is $10,852,544 and the <br /> percentage of Annual Budget is 18.37%. <br /> S:\Managers Working Files\BOH\Agenda &Abstracts\2021 Agenda &Abstracts/ <br /> November Page 2 <br />
