MINUTES - Draft <br /> ORANGE COUNTY BOARD OF HEALTH <br /> March 24, 2021 <br /> • At the Governor's Briefing on yesterday, he announced that we've plateaued. <br /> • Small spikes in cases causes include — <br /> o Some people that are fully vaccinated are not wearing their masks. <br /> o Students are returning from Spring break. <br /> • CDC announced new guidance around fully vaccinated people on March 8m <br /> o Fully vaccinated people can visit other fully vaccinated people indoors without <br /> wearing a mask or social distancing. <br /> o Fully vaccinated people can visit with unvaccinated people from a single household <br /> that are at low risk for severe COVID disease indoors without wearing a mask or <br /> social distancing and can refrain from quarantine and testing following an exposure if <br /> they remain asymptomatic. <br /> o You are considered fully vaccinated 2 weeks after your 2nd dose or after the Johnson <br /> & Johnson vaccination. <br /> • Ms. Stewart reiterated to still wear your masks, social distancing and wash your hands <br /> • In OC, 30.6% (45,383 people) of the population have received their 1st dose; while, <br /> 20.8% (30,810 people) have received their 2nd dose/fully vaccinated. <br /> • Our Health & Human Services Consulting group has helped our efforts in being <br /> intentional and removing barriers to help those historically underserved populations get <br /> vaccinated by working with community partners and churches. The OC OPT provides <br /> transportation. There is also a mobile clinic unit that goes out and vaccinates those <br /> populations that are homebound and/or unsheltered. Some data around equity and <br /> those historically underserved populations that were vaccinated: <br /> o Source of data — NC DHHS. They're data includes all of the providers in OC. <br /> ■ 0.3% American Indian, 6.7% Asian, 8.7 Black/African-American, 77% White, <br /> 6.1% Hispanic, 5.6% Other <br /> o Source of data —OCHD. This data only includes the clinics/PODs the OCHD <br /> facilitated and the vaccines administered by the OCHD. <br /> ■ 0.42% American Indian (0.7% of OC pop.), 4.28% Asian (8.5% of OC pop.), <br /> 18.56% (12.4% of OC pop.), 68.84% White (78% of OC pop.), 10.2% <br /> Hispanic (9% of OC pop.), 6.93% (9% of OC pop.) <br /> • County Alert System <br /> o As of March 18th, there is only 1 red tier county in the state. There are 82 counties in <br /> yellow (including Orange County) and 17 in the orange tier. <br /> • Friday at 5pm, the Governor's Executive Order 204 takes effect. <br /> o Mask mandate remains the same for indoor and in public settings. <br /> o Some businesses capacities will increase. <br /> ■ Lower risks (e.g. retail shopping, childcare camps, outdoor playgrounds, <br /> museums) will go to full capacity. <br /> ■ Medium risks (e.g. gyms, pools, amusement parks, wineries) will increase to <br /> full capacity outside while maintain social distancing rules. Their indoor <br /> capacity will increase to 75%. <br /> ■ Higher risks (e.g. conference spaces, bars, gaming, movie theaters, sports <br /> arenas)will increase to 50%. <br /> o Mass gathering limits also increase. <br /> ■ 25 to 50 people indoor <br /> ■ 50 to 100 people outdoors. <br /> o Restrictions on late night sale of alcohol will be lifted. <br /> C.
