Chronology of CHCCS Elementary#9 Located at Meadowmont <br /> • Concept/Pre-Planning Phase <br /> December 2000 - The Commissioners appropriated $132,184 in funding for the <br /> initial phase, Concept/Pre-Planning, for this project. Funding for this phase came <br /> from savings in the Smith Middle School construction project. The appropriation <br /> provided funding for conceptual drawings (schematics) and preliminary permit <br /> fees (for the Town of Chapel Hill) for the school. <br /> • Planning Phase <br /> February 7, 2001 — Per the Commissioner approved policy, the Board of County <br /> Commissioners should appoint a representative to work directly with the Board of <br /> Education as it plans and constructs a new facility. The Board appointed Chair <br /> Halkiotis as its Commissioner.representative. <br /> March 6, 2001 - CHCCS staff presented preliminary plans to the Board of <br /> Commissioners for review. Those plans adhered to the County's Elementary <br /> School Construction Standards and included a multipurpose room instead of a <br /> gymnasium. <br /> At that time, the Commissioners appropriated an additional $440,462 for the <br /> Planning Phase of the project. Funding for this phase came from Smith Middle <br /> School construction project savings ($247,816) and an appropriation of$192,462 <br /> from the School Capital Project Fund Balance. Specifically, this phase entailed: <br /> • Refining the schematic plans; <br /> • Developing construction and site work details; <br /> • Producing project drawings that fix the building size and characteristics <br /> (including building elevations, exterior finishes, and mechanical, electrical and <br /> plumbing systems). <br /> During the Town of Chapel Hill approval process last spring, the Chapel Hill <br /> Town Council requested that the CHCCS Board of Education include a full-size <br /> community gymnasium instead of the multipurpose room. Estimated costs <br /> associated with this upgrade are $750,000. <br /> July 2001 - The CHCCS Board of Education approved the concept of including <br /> ,the gym in the design plans providing that the District and the Town could agree <br /> on how to compensate CHCCS for the additional construction costs. <br /> September 24, 2001 - During the joint meeting of the two school boards and the <br /> Commissioners, CHCCS staff presented revised plans for Elementary #9 that <br /> included the gymnasium. At that time, the Town and Board of Education had not <br /> agreed on the specifics of how Chapel Hill would compensate the district for the <br /> gymnasium cost.
