2 <br /> small scope of work and can be accomplished using a single prime contractor, in-house <br /> staff or entail purchasing equipment and vehicles. Level 2 projects are major projects that <br /> require several phases to complete. For these projects, the Commissioners approve <br /> project funding in four phases: <br /> • Concept/Pre-Planning Phase — includes preliminary programming and design <br /> work that would result in conceptual drawings and preliminary cost estimates. <br /> • Planning Phase — includes siting the facility, construction of infrastructure, and <br /> preparation of construction documents in preparation for bidding process. <br /> • Design and Construction Phase — includes final design, facility construction <br /> and purchase of equipment, furnishings, technology, and one-time start up <br /> items. <br /> • Final Accounting Phase — provides a reconciliation of actual project <br /> expenditures with approved budget. <br /> As defined in the policy outlined above, construction of Elementary School #9 in the <br /> CHCCS district is a Level 2 project and therefore requires that the Board of <br /> Commissioners approve the project at the various phases outlined above. Funding for <br /> the school, to be constructed at the Meadowmont subdivision in Chapel Hill, comes <br /> from a combination of pay-as-you-go monies and the voter approved November 2001 <br /> bond referendum. Attachment 1 of this abstract, Chronology of Elementary #9, <br /> outlines the project's activity to date. <br /> It is important to note that, per an agreement between CHCCS and the Town of Chapel <br /> Hill, the project bid includes upgrading the originally planned multi- purpose room to a <br /> community gymnasium. The Town of Chapel Hill has agreed to provide the District with <br /> a total of $750,000 to offset costs associated with the upgrade. In addition, the bid <br /> includes construction of playing fields associated with the Town's planned park at <br /> Meadowmont. Per an agreement between CHCCS, the Town and East West Partners <br /> (developers of Meadowmont), East West Partners plan to provide $824,052 to offset <br /> the cost of the playing fields.
