Summit Design and Engineering Services 7 <br />All CMT and Special Inspections projects are guided by <br />formal procedures outlined in our Quality Systems <br />Manual (Revised March 2016)and our Technical <br />Operating Procedures Manual (Revised September 2016) <br />and directed,reviewed,and approved by one of our <br />Senior Engineers for adherence to these procedures.The <br />manuals were designed to meet the requirements of <br />AASHTO R-18,ASTM E329 and the associated <br />construction material-specification standards referenced <br />therein.The objective of Summit’s Quality Management <br />System (QMS)is to establish controlled conditions to <br />assure that the tests and inspections performed by Summit <br />personnel are accurate,valid,documented and comply <br />with applicable codes and standards,project <br />specifications,and regulatory requirements.The <br />establishment of controlled conditions encompass the <br />following general provisions: <br />•The testing and reporting procedures used shall <br />provide traceability of measurements. <br />•Test/inspection equipment control shall be <br />implemented to assure procurement and use of <br />the proper equipment,periodic verification of <br />equipment accuracy,and that appropriate <br />calibration and handling techniques are employed <br />to preserve accuracy.Summit employs a formal <br />calibration program for the control of measuring <br />and testing equipment.Equipment is calibrated <br />at predetermined intervals with measurement <br />standards traceable to the National Bureau of <br />Standards. <br />•The proper revisions of ASTM,AASHTO or other <br />recognized standards,procedures or instructions <br />shall be used in performing quality-related <br />activities,sampling,identification,shipping, <br />handling,storage and preparation of test specimens <br />shall assure that test prerequisites are satisfied as <br />prescribed in the applicable test or inspection <br />procedures.These activities shall be accomplished <br />in such a manner that sample identification is <br />retained and so that sample loss,damage, <br />contamination,or deterioration is prevented. <br />•The results of concrete,grout and mortar <br />compressive strength testing will be available <br />electronically to the project team within 24 <br />hours,as the tests are performed.Test results <br />will be available through e-mail. <br />•The subcontracting of testing and inspection <br />activities shall be performed on a limited,as <br />needed basis.Subcontracted services will be <br />required to meet the applicable provisions of the <br />QMS. <br />•Personnel performing testing or inspection <br />activities will be properly trained and qualified in <br />accordance with documented and approved <br />procedures. <br />Our laboratory and technician’s knowledge and <br />proficiencies are tested annually,at a minimum, <br />through participation in outside proficiency <br />programs (e.g.,CCRL and AMRL)where reference <br />samples are sent to laboratories nationwide and <br />summit’s results are reported against other testing <br />labs,as a measure of compliance with standard <br />practices and test methods.Any deficiency in results <br />require a root cause analysis and corrective action <br />within 30 days.Our QMS is reviewed annually and <br />revised as needed.Revisions are documented and <br />distributed to staff for immediate implementation. <br />Our engineers and project managers maintain direct <br />control over testing activities to verify that <br />acceptable data gathering and testing techniques are <br />employed.Our clients are assured that adequate data <br />is properly obtained without collecting superfluous <br />information. <br />METHODOLOGIES, TECHNIQUES, AND QA/QC PROCEDURES <br />By employing quality and <br />technical procedures, Summit <br />has the necessary experience <br />and resources to fully address <br />any of the geotechnical or <br />construction materials quality <br />and conformance issues that a <br />project may present. <br />2 –PROFESSIONAL QUALIFICATIONS AND KEY PROJECT PERSONNEL EXPERIENCE <br />QUALITY SYSTEMS MANUAL AND TECHNICAL OPERATING PROCEDURES <br />DocuSign Envelope ID: 86DCBF93-1313-40D4-B4EA-5885A3D5CEDB
