Summit Design and Engineering Services 7
All CMT and Special Inspections projects are guided by
formal procedures outlined in our Quality Systems
Manual (Revised March 2016)and our Technical
Operating Procedures Manual (Revised September 2016)
and directed, reviewed, and approved by one of our
Senior Engineers for adherence to these procedures. The
manuals were designed to meet the requirements of
AASHTO R-18,ASTM E329 and the associated
construction material-specification standards referenced
therein. The objective of Summit’s Quality Management
System (QMS)is to establish controlled conditions to
assure that the tests and inspections performed by Summit
personnel are accurate,valid,documented and comply
with applicable codes and standards,project
specifications,and regulatory requirements.The
establishment of controlled conditions encompass the
following general provisions:
•The testing and reporting procedures used shall
provide traceability of measurements.
•Test/inspection equipment control shall be
implemented to assure procurement and use of
the proper equipment,periodic verification of
equipment accuracy,and that appropriate
calibration and handling techniques are employed
to preserve accuracy.Summit employs a formal
calibration program for the control of measuring
and testing equipment.Equipment is calibrated
at predetermined intervals with measurement
standards traceable to the National Bureau of
Standards.
•The proper revisions of ASTM,AASHTO or other
recognized standards,procedures or instructions
shall be used in performing quality-related
activities,sampling,identification,shipping,
handling, storage and preparation of test specimens
shall assure that test prerequisites are satisfied as
prescribed in the applicable test or inspection
procedures.These activities shall be accomplished
in such a manner that sample identification is
retained and so that sample loss, damage,
contamination,or deterioration is prevented.
•The results of concrete, grout and mortar
compressive strength testing will be available
electronically to the project team within 24
hours,as the tests are performed.Test results
will be available through e-mail.
•The subcontracting of testing and inspection
activities shall be performed on a limited,as
needed basis.Subcontracted services will be
required to meet the applicable provisions of the
QMS.
•Personnel performing testing or inspection
activities will be properly trained and qualified in
accordance with documented and approved
procedures.
Our laboratory and technician’s knowledge and
proficiencies are tested annually,at a minimum,
through participation in outside proficiency
programs (e.g.,CCRL and AMRL)where reference
samples are sent to laboratories nationwide and
summit’s results are reported against other testing
labs,as a measure of compliance with standard
practices and test methods.Any deficiency in results
require a root cause analysis and corrective action
within 30 days. Our QMS is reviewed annually and
revised as needed.Revisions are documented and
distributed to staff for immediate implementation.
Our engineers and project managers maintain direct
control over testing activities to verify that
acceptable data gathering and testing techniques are
employed. Our clients are assured that adequate data
is properly obtained without collecting superfluous
information.
METHODOLOGIES, TECHNIQUES, AND QA/QC PROCEDURES
By employing quality and
technical procedures, Summit
has the necessary experience
and resources to fully address
any of the geotechnical or
construction materials quality
and conformance issues that a
project may present.
2 –PROFESSIONAL QUALIFICATIONS AND KEY PROJECT PERSONNEL EXPERIENCE
QUALITY SYSTEMS MANUAL AND TECHNICAL OPERATING PROCEDURES
DocuSign Envelope ID: 86DCBF93-1313-40D4-B4EA-5885A3D5CEDB
