Proposal for Engineering Services <br />Orange County Whitted Building Roof Replacement - CA <br />Prepared for Orange County Asset Management Services <br />Prepared by Atlas Engineering - Project No.: J2581 <br />June 3, 2022 - Page 2 <br /> <br />Atlas Engineering has been requested to submit a proposal for providing bidding and construction <br />administration services for the replacement of the identified roof area(s). <br /> <br />Proposed Scope of Services <br /> <br />The following is our proposed scope of services for bidding assistance and construction <br />administration phases: <br /> <br />Bidding and Contract Award <br />1. Provide an Advertisement for Bids for public advertisement. If publicly advertised, <br />Advertisement for Bids will be sent to public electronic plan rooms and newspaper(s) (if <br />requested by the Owner). Public advertising costs will be paid by the Owner directly to the <br />newspaper or through reimbursement to Atlas if preferred by the Owner. <br /> <br />2. Distribute Bid Document sets to known, qualified, or interested Bidders and maintain a <br />document distribution list. <br /> <br />3. Schedule and attend an on-site Pre-Bid Meeting for prospective bidders and issue Pre-Bid <br />Meeting Minutes to attendees. <br /> <br />4. Respond to technical questions during the bid process, review requests for substitutions, and <br />issue addenda as necessary. <br /> <br />5. Attend the bid opening and receive copies of the bids for review. Assist the Owner in review <br />of bids received and make recommendations to the Owner for award of the work. A certified <br />bid tabulation will be provided as a part of the recommendation package. <br /> <br />6. Assist Owner with Construction Contract execution process if requested. Aid in obtaining <br />required insurance, bond, or other administrative items from the Contractor to allow for timely <br />execution of the contracts. <br /> <br />Construction and Post Construction Phase <br />7. Schedule and attend an on-site Pre-Construction/Kick-Off Meeting prior to the start of work <br />and provide meeting minutes. Review proposed substitutions and/or changes from <br />specifications and drawings proposed by the Contractor. <br /> <br />8. Review contractor’s technical, product, and administrative submittals to confirm conformance <br />with the technical specifications and drawings. Return submittals to the Contractor with <br />approvals or direction on additional action. <br /> <br />9. Perform periodic visits to the site during construction to observe work in-progress (once per <br />week minimum) and provide site visit reports with color photographs of work in progress and <br />color-coded key plans. <br /> Site visits reports will discuss work in progress, observations made, and corrective actions <br />needed. Some of the site visit inspections will be coordinated with the Contractor to allow <br />for observation of representative installations and milestone events.
