Appellants realize through <br /> looking into deeds that there was a public notice merge about the 158 square foot piece of land that Scott- <br /> Heyers deeded to the appellants but there was a mistake on this document that merged all their land with <br /> the appellants rather 158 square feet. Hence the conclusion that the 4.84 acres is a buildable lot with a <br /> house upon it. <br /> Cyle Anderson presented evidence submitted by the appellant and represented the County. The subject <br /> property is located off Trout Lily Lane in Chapel Hill. The appellant's opinion of value is $30,400 based <br /> on the lot being overvalued in its current condition due to a number of factors. <br /> After reviewing the property and property characteristics the County recommends removing the house <br /> that was incorrectly placed on this vacant lot,removing the home site,in addition applying a-75% <br /> adjustment to the land for an unbuildable lot. These changes resulted in a revised value of$40,500,which <br /> the County recommends for the subject property. <br /> The Board reviewed all documents and information provided by the appellant and the County. After <br /> deliberation and review,Mr.Beattie made a motion to accept the County's revised valuation of$40,500. <br /> Mrs. Levine seconded the motion and the motion carried. <br /> Yes: 3 <br /> Noes: 0 <br /> BROADWELL PIN 9769172030 <br /> Annette Broadwell appeared before the Board appealing the value of property located at 9101 Trout Lilly <br /> Lane, Chapel Hill. The current Orange County assessed value is $523,300. A list of evidence follows: <br /> APPELLANT COUNTY <br /> 9769172030 Appeal 9769172030 County <br /> The Appellant bought the subject property in the 90's with no access to the public road. Mrs. Broadwell is <br /> appealing the value due to the subject property being unbuildable. Appellant had to purchase parcel <br /> 9769165982 for the 4.84 acres along with the subject property of 10-acre tract to make one buildable lot, <br /> due to septic field being part of both parcels. <br /> Cyle Anderson presented evidence submitted by the appellant and represented the County. The <br /> appellant's opinion of value is$109,000 for the land portion of the assessment. The land is currently <br /> assessed at$218,900. The appellant states that most of the land is not buildable or usable. <br /> After reviewing this property and other comparable land sales, it is recommended that the Board increase <br /> the land adjustment from-10%for access to-25% for access and topography. After making the changes <br /> to the subject,the value was reduced to $487,800 and the land was reduced to $183,400. The County <br /> recommends a revised value of$487,800. <br /> The Board reviewed all documents and information provided by the appellant and the County. After <br /> deliberation and review,Mr. Beattie made a motion to accept the County's revised value of$487,800. <br /> Mrs. Levine seconded the motion and the motion carried. <br />
