Attachment 1 <br />Summary of “Non-STIP” Funding Sources for Transportation Improvements <br />High Impact-Low Cost Program: <br />• Purpose- Deliver localized roadway improvements deemed to have substantial <br />benefit while minimizing cost and project delivery time <br />• Introduced in 2017 legislative session <br />• Approx. $3.5 million per Division per biennium <br />• Project cap $1.5 Million <br />• Projects over $250 K require resolution of support from local elected body <br />• Selection Criteria: Traffic volume, accidents, lane and shoulder width, pavement <br />condition, multimodal benefits, other funding sources, County economic <br />prosperity ranking <br />• Local input solicited <br />• Current/Recent Orange County Projects <br />o Extend northbound right turn lane on Churton Street at US 70 <br />• Examples of Potential Project Types <br />o Intersection (turn lanes, radius improvements, realignments) <br />o Signalization or modification of existing signals <br />o Widening lanes and resurfacing, pavement strengthening <br />o Other projects that do not require R/W acquisition or utility relocation <br />Spot Safety Program: <br />• Purpose- Deliver smaller localized improvements to address identified safety and <br />operational issues <br />• Project cap $400K but can be combined with other funding sources <br />• Can be paired with other funding sources <br />• Projects assessed on a quarterly basis for relative cost/benefit scoring based on <br />anticipated reduction in frequency and/or severity of crashes <br />• R/w acquisition and utility relocation costs are eligible but should be minimized <br />• Project delivery in 18-24 months following funding approval <br />• Current/Recent Projects in Orange County <br />o Buckhorn Road at West Ten Road- Install all-way stop <br />o NC 86 at Sawmill Road- Install flasher, channelization and sight distance <br />improvements <br />o Old NC 10 at Lawrence Road- Horizontal Curve and superfetation <br />improvements <br />• Examples of Potential Projects <br />o Horizontal and vertical alignment and sightline improvements <br />o Sight line improvements <br />o Signalization and/or modification to existing signal <br />o Paved shoulders, rumble strips, intersection flashers, all-way stops <br />o Enhanced signing, markings, markers and guardrails <br />79
