Small Transportation Projects Progress <br />Map June 2022 <br /> <br />INFORMATION CONTACT: <br />Nishith Trivedi, Transportation Planner, 919- <br />245-2582 <br />Tom Ten Eyck, Transportation/Land Use <br />Planner, 919-245-2567 <br /> <br />PURPOSE: To discuss non-Strategic Transportation Improvement Program (Non-STIP) project <br />progress in Orange County and collect new updates to add to the project list. <br /> <br />BACKGROUND: On April 21, 2021, Transportation Planning staff presented the Small <br />Transportation Projects – non-STIP – list to the OUTBoard for their bi-annual review. This <br />document is an ongoing list of potential local projects administered by NCDOT. Such projects are: <br />• High Impact-Low Cost Program and Hazard Elimination Program <br />• SPOT Safety and SPOT Mobility – (Online Projects List) <br />• Highway Maintenance Improvement Program (HMIP) – (Online Map) <br /> <br />Attachment 1 provides the common characteristics of these local non-STIP projects, such as: <br />• No right-of-way acquisition, construction ready and under contact in 24 months of approval; <br />• Costs over $250,000 typically requires resolution of support from local elected body; <br />• Funding can be paired with other funding sources; and <br />• Subject to Board of Transportation (BOT) approval. <br /> <br />OUTBoard members reside in all areas of the county and share familiarity with the roads and <br />possible safety or maintenance concerns. Staff has developed a map of project areas that reflect <br />a degree of progress since last discussing the topic (Attachment 2). Currently, staff are requesting <br />OUTBoard members assist in helping to identify potential local projects, such as: <br />• Dangerous intersections or road segments where accidents are known to occur <br />• Potholes, drainage problems, pavement deteriorations, or similar road conditions <br />• Roadways with line-of-sight issues or other hazardous conditions that could be mitigated with <br />speed reduction, stop signs or some other low-cost mechanism <br /> <br />Once non-STIP projects meet NCDOTs quantified funding criteria and are approved, there is little <br />design or public involvement as they are relatively small projects with very low impact and are <br />considered ‘construction ready.’ Maintenance projects aren’t subject to the same type of criteria <br />but are prioritized and implemented based on available funding. <br /> <br />77
