Orange County Transportation Services <br />Agency Safety Plan (ASP) - 2020 <br /> <br />INFORMATION CONTACT: <br />Nishith Trivedi, Interim Orange County <br />Transportation Services Director and <br />Transportation Planner, <br />919-245-2582 <br /> <br /> <br />PURPOSE: Receive the Orange County Transportation Services (OCTS) Agency Safety Plan <br />(ASP) and provide comments. <br /> <br />BACKGROUND: <br />OCTS reviews and updates the ASP annually and implements the changes within a timeframe <br />that will allow the agency to submit the annual self-certification of compliance in a timely <br />manner. Annual self-certification will consist of the Director reviewing, approving and signing <br />the document and submitting to the Orange County Board of County Commissioners (BOCC) <br />for approval. Necessary updates outside the annual update window will be handled as ASP <br />addenda, which will be incorporated into the body of the ASP during the next review cycle.”. <br /> <br />Key updates: <br />1. OCTS Driver and Public feedback – how these processes are conducted and incorporated <br />2. Safety Committee – composition, participation and approval of ASP <br />a. Federal Transit Administration (FTA) requires Safety Committee approval by July 31st <br />3. Risk Reduction Program – Accidents and injuries, including assault on transit workers <br />4. Safety Training – Updated to North Carolina Department of Transportation (NCDOT) <br />minimum standards, including de-escalation <br />5. CDC or State equivalent – address pathogens (eg. PPE, cleaning, monitoring, etc.) <br /> <br />Schedule: <br />• July 20, 2022: OUTBoard receives OCTS ASP <br />• August 17, 2022: OUTBoard makes recommendation on Updated 2022 ASP <br />• September or October 2022: BOCC action <br /> <br />NEXT STEPS: The Updated OCPT ASP will be shared with the relevant MPOs, FTA and <br />NCDOT. <br /> <br />RECOMMENDATIONS: The Staff recommends the OUTBoard review the 2020 ASP <br />(Attachment 1) and provide comments. <br />59
