Please describe <br />any ways in which <br />low‐income or <br />marginalized <br />communities/hous <br />eholds were <br />engaged in the <br />creation of this <br />project proposal: <br />The program was designed and established by Orange County Solid Waste <br />Management in 2016. <br />16. Please describe <br />any potential <br />negative side <br />effects of the <br />project and <br />describe the steps <br />you are taking/will <br />take to eliminate <br />or minimize these <br />impacts to any <br />low‐income or <br />marginalized <br />communities/hous <br />eholds: <br />The Saturday Farmers’ Market is located in downtown Carrboro at the Town <br />Commons. Direct negative side effects have not been identified. The location <br />and/or operation hours may not be convenient for all Carrboro residents. In <br />order to address this issue, the Town, Orange County Solid Waste <br />Management, and the Farmers’ Market are currently discussing the logistics <br />of expanding the program to the Wednesday market hours. Orange County <br />Solid Waste Management also operates four additional locations throughout <br />the County for food waste collection for residents who may not be able to <br />visit the Carrboro Farmers’ Market. These locations include: <br />• Eubanks Rd. Waste and Recycling Center <br />• Walnut Grove Church Rd. Waste and Recycling Center <br />• Chapel Hill Famers Market <br />• Eno River Farmers Market <br />The Farmers’ Market drop-off location is convenient for residents who live <br />nearby within the Census Tract. The Town also plans to sell backyard <br />composting bins and kitchen collection bins to help make it easier for <br />residents to compost at home. <br />17. Are the impacted <br />residents already <br />aware of the <br />potential positive <br />and negative <br />impacts of your <br />project and the <br />steps you are <br />taking? If not, <br />please describe <br />your plan to <br />engage with them <br />Not all Carrboro residents may be aware of this free service. The Town will <br />work to continue communication and advertising about the program in <br />conjunction with Orange County Solid Waste Management and the Carrboro <br />Farmers’ Market. <br />One of the goals of the program involves building awareness that all <br />residents, especially those not yet engaged, can take actions to reduce their <br />household’s and community’s combined greenhouse gas emissions footprint. <br />Planning Department staff will work with the Town’s Communication and <br />Engagement Department to use traditional and non-traditional methods of <br />outreach, per the Town’s Inclusive Communications & Community <br />DocuSign Envelope ID: 925D6FBC-24A8-425B-8158-E760CA6EAD2A
