The concerns expressed by Orange County Solid Waste are that water leaks <br /> exist and appear to be coming from the roof. My observations and conclusions about this leak <br /> are as follows: <br /> OBSERVED CONDITIONS <br /> ● The roof is flat or nearly flat. The walls of the scale house are concrete block. <br /> ● The dimensions of the scale house are approximately 26’L x 13’6”W. <br /> ● The roof appears to be new. Conversations with you and the scale house attendant <br /> confirmed that it was recently installed. <br /> ● There is water leaking into all the windows during rain events. The only exception is the <br /> transaction window adjacent to the scale, where no water is leaking in. <br /> ● The transaction window has an exterior pitched roof that covers this window, and this <br /> small pitched roof is lower than the flat roof. <br /> ● There does NOT appear to be water leaking through the roof membrane, only at window <br /> locations. <br /> ● There appears to be no roof gutter system installed at the scale house. The flat pitch of <br /> the roof is not conducive to an effective gutter system. <br /> ● The sides of some of the block wall appeared to be damp when I observed the scale <br /> house. <br /> ● The exterior bottoms of the windows have been caulked. <br /> CONCLUSIONS <br /> ● It appears that water is pooling on the roof, and there is no clearly constructed path for <br /> drainage other than off the edge. <br /> 1 <br />DocuSign Envelope ID: 98E08666-AD28-4C71-B18C-807DF6EC693D
