Tyrus Clayton, Jr., PE Regional Growth Leader DATE: June 22, 2022 SUBJECT: Orange County Regional Landfills 2022 C&D Landfill Annual Survey and Airspace Analysis Proposal for Survey & Engineering Services Draper Aden Proposal No. TBD Lump Sum Fee = $6,500 (2021 PN: 2100778) <br /> <br /> <br />At your request, Draper Aden Associates (DAA) is pleased to offer this proposal for Aerial Services for <br />the Construction and Demolition (C&D) landfill located at the Orange County Regional Landfill Facility <br />on Eubanks Road in Chapel Hill, NC. This proposal outlines our understanding of the project scope, <br />tasks to be completed, assumptions underlying our fee proposal, and fees for the project. <br />PROJECT DESCRIPTION: The project consists of aerial survey services using a drone and conventional <br />survey to produce a topographic survey of the C&D landfill. Data gathered will be used to conduct an <br />analysis of the airspace used within Phase 1 and 2 of the C&D landfill. <br />SCOPE OF SERVICES <br />Surveying: DAA will conduct an aerial topographic survey with an sUAS /drone aircraft of the area associated with Phase 1 and 2 of the C&D landfill unit, approximately 15 acres. An FAA licensed Remote Pilot will conduct flight operations in accordance with FAA rules and regulations. Aerial flights are dependent on safe weather conditions. The topographic survey will include setting and locating Ground Control Points and performing check point measurements. The images collected using the sUAS will be photogrammetrically processed to make a 3D Point Cloud and orthomosaic image of the entire project area. A draftsman will use the photogrammetric output to generate the earth surface and contours at one-foot intervals. Analysis: DAA will provide an estimate of the total volume of air space used at the C&D Landfill on Eubanks Road. In order to complete this task, DAA will use the survey produced in the task above, to compare to the design base grades of the landfill to the permit air space limits to determine the amount of fill that has been placed since the landfill’s inception and also since the 2021 annual <br />DocuSign Envelope ID: E208C98F-B52C-4226-B71E-FA0B3EFC6C60
