<br /> <br />4 <br /> <br /> <br />Step 3: Carts with contamination for the 3rd collection in a row will receive another ‘oops tag’ and a <br />phone call (if feasible) or personalized letter that identifies the contamination, explains the negative <br />effects of persistent contamination and notifies them of potential cart removal. Carts with no <br />contamination will receive a star sticker. The households with two orange stars in a row will receive a <br />note that tells them how many other Orange County residents have also received star stickers. <br /> <br />Step 4: Carts with contamination for the 4th collection in a row will receive an ‘oops’ tag and a note <br />that their recycling cart will be removed*. Households that received two stickers in a row, will be <br />entered into a raffle. Households that received four stickers will be eligible for a second raffle entry. <br />*When the recycling cart is removed, the resident will be notified and provided with information on <br />how to receive the recycling cart back. The resident must contact the Solid Waste Department and <br />sign an agreement to recycle properly. <br /> <br />We intend to purchase 5,000 cart stickers to replace the outdated and weathered cart stickers, 2,000 <br />star stickers and 500 yard signs. <br /> <br />Raffle: <br />For households that receive two orange star stickers, they will be entered in a raffle for a chance to <br />win a $50 gift certificate to their local farmer’s market, $50 Visa gift card or an Earth Machine <br />Composter. <br /> <br />Raffles can take place once an identified number of households have two orange stars. The initial <br />lottery is tentatively planned once 250 households have received two stars. The final number for <br />subsequent lottery drawings will be determined after the first round program. The Department <br />anticipates 5-10 raffles will take place over the first full fiscal year of the program and 10 households <br />will be chosen each raffle with an expectation of purchasing 100 prizes. <br /> <br />A letter will be hung on the door instructing the winners to call or email our office for instruction on <br />receiving the prize. The delivery method will be assessed during the first round. <br /> <br />Yard Signs: <br />Yard signs will be offered to all households that received at least two orange star stickers during the <br />first round. These signs help promote the orange star recycling program. The Department intends to <br />purchase 500 yard signs. <br /> <br />Inspector Training <br />The recycling cart inspectors will have to receive training on recycling guidelines and which <br />contaminants to look out for.
