(Orange County Speedway) <br /> DEPARTMENT: Emergency Management PUBLIC HEARING: (Y/N) No <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Contract Nick Waters, ext 3030 <br /> Mike Tapp, ext 3030 <br /> Kent McKenzie, ext 3030 <br /> TELEPHONE NUMBERS: <br /> Hillsborough 732-8181 <br /> Chapel Hill 968-4501 <br /> Durham 688-7331 <br /> Mebane 336-227-2031 <br /> PURPOSE: To enter into a contract with OCR, Inc. to provide EMS coverage at events and <br /> races. <br /> BACKGROUND: The County has contracted with the Raceway in the past to provide and <br /> ensure adequate Emergency Medical coverage at the races and events. This is the same type <br /> agreement as in the past race seasons. <br /> There are approximately 20 races or events scheduled this season that require coverage. The <br /> coverage will consist of one ambulance, two county paramedics, and two basic EMTs from <br /> either OEMSRS or a franchised private provider. <br /> The fees charged for this coverage are based on overtime rates for EMT and Paramedic <br /> personnel plus equipment and indirect cost. The charges are $50 per hour for a Paramedic with <br /> equipment, $50 per hour for an ambulance with two EMTs, and $20 per hour for each additional <br /> EMT. These fees have been adjusted from last year's contract to reflect full cost recovery. The <br /> method of charging was modified to a functional unit basis rather than a component basis (ex: <br /> last year,:paramedic $25 plus vehicle & equipment $10 = $35 / hour. This year, paramedic with <br /> equipment and vehicle flat fee of$50 / hour). Fees are charged from the time the unit and crew <br /> depart from the Emergency Management facility until the crew and unit return to that facility, or <br /> about an hour more than their actual time on the scene at the event. - <br /> FINANCIAL IMPACT: The hourly fees charged offset the direct and indirect costs to the <br /> County for personnel, vehicle(s), and equipment used in providing this coverage. <br /> RECOMMENDATION(S): The Manager recommends that the Board approve the contract and <br /> authorize the Chair to sign the contract. <br />
