The State desires to have an agreement with the <br /> County to put the County's maps and data in the public domain for free access on a State <br /> website. In return, the County will be able to obtain State maps and databases free from the <br /> State's GIS Office (Center for Geographic Information and Analysis, CGIA) and technical <br /> support for disseminating and metadata creation. Metadata is data about data (i.e., when the <br /> database was created, who created the database, and its accuracy). The County proposes in <br /> the Agreement to restrict the re-sale of its GIS maps and databases for commercial purposes. <br /> FINANCIAL IMPACT: The County will be providing GIS mapping and information to the State <br /> once each year. Although the State will be providing free access to the data, the loss in <br /> revenue to the County will be minimal, definitely less than $500.00 per year, since most users of <br /> the GIS data require up-to-date, time-sensitive information that will only be available from the <br /> County. Regarding the benefit of obtaining free access to maps and databases from the State's <br /> GIS Office, the savings for the County will total approximately $200.00 per year based on past <br /> annual GIS data purchasing activities. <br /> RECOMMENDATION(S): The Manager recommends that the Board 1) approve the <br /> -Agreement between the County and the State of North Carolina on sharing GIS maps and data <br /> and 2) authorize the Chair to sign the Agreement subject to final review by staff and the County <br /> Attorney. <br />
