ROAP consolidates the <br /> Elderly and Disabled Transportation Assistance Program (EDTAP), the Work First Transitional/ <br /> Employment Transportation Assistance Program and the Rural General Public (RGP) Program <br /> into a single application package. These ROAP funds allow Orange County to continue <br /> servicing the above-mentioned programs from July, 2002 through June, 2003. <br /> The Public Transportation Division has additional Rural General Public discretionary funds to <br /> assist with the development of rural public routes. The discretionary fund request would (1) add <br /> additional routes to the Orange Express for hourly service throughout the day, (2) add midday <br /> routes that compliment Triangle Transit Authority's Hillsborough to Durham commuter bus <br /> service, and (3) establish a Hillsborough inter-city bus route that would connect with service to <br /> Durham and Chapel Hill. Established marketing plans for the proposed routes have been <br /> completed with Triangle Transit Authority and Orange Public Transportation (OPT). <br /> FINANCIAL IMPACT: The ROAP grant requires no local match. The discretionary RGP grant <br /> requires a local match of$7,868 which is already included in the OPT operating budget. <br /> RECOMMENDATION(S): The Manager recommends that the Board approve the application <br /> for Rural Operating Assistance Program funds for FY 2002/03 and to approve the Rural <br /> General Public discretionary fund application for FY 2002/03 and authorize the Chair to sign the <br /> Certified Statement of Participation. <br />
