1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: June 21, 2022 <br /> Action Agenda <br /> Item No. 8-p <br /> SUBJECT: Revised Memorandum of Understanding (MOU) for the Orange County <br /> Partnership to End Homelessness (OCPEH) <br /> DEPARTMENT: Housing and Community <br /> Development <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Attachment 1: Revised Memorandum of Corey Root, Director, Housing and <br /> Understanding for the Community Development, (919) 245- <br /> Orange County Partnership 2490 <br /> to End Homelessness <br /> PURPOSE: To approve and confirm an update to the Orange County Partnership to End <br /> Homelessness Memorandum of Understanding that reflects operations in place since Fall 2020. <br /> BACKGROUND: In April 2008, the Orange County Board of Commissioners, the Chapel Hill <br /> Town Council, the Carrboro Board of Aldermen (now Town Council), and the Hillsborough Board <br /> of Commissioners endorsed the Orange County 10-Year Plan to End Chronic Homelessness and <br /> entered into a Memorandum of Understanding to fund a Partnership Coordinator position and <br /> support the Plan's implementation by the Orange County Partnership to End Homelessness. In <br /> November 2014, the BOCC authorized an update to the MOU to reflect how the Orange County <br /> 10-Year Plan to End Chronic Homelessness had evolved to become an on-going program, which <br /> the Partnership to End Homelessness implemented. <br /> Since 2014, the Partnership has grown to include a Homeless Programs Manager, a Housing <br /> Access Coordinator, and a Homeless Programs Coordinator, and the existing MOU needs other <br /> relevant updates to accurately reflect the work and structure of the Partnership. The current <br /> revision of the MOU incorporates these updates and has been approved by the Town of <br /> Hillsborough Board of Commissioners on June 13, 2022, the Carrboro Town Council on June 14, <br /> 2022, by the Chapel Hill Town Council on June 15, 2022. <br /> The OCPEH Executive Team, made up of the elected members serving on the OCPEH <br /> Leadership, plan to discuss the overall structure and work of the Partnership in the coming year. <br /> Staff plan to present those potential changes for review by the Board of County Commissioners <br /> and the Town elected boards in the near future. <br /> FINANCIAL IMPACT: The MOU commits the County and municipalities to ensure funding for the <br /> Homeless Programs Manager, Housing Access Coordinator, and Homeless Programs <br /> Coordinator positions and operating expenses, but does not require such funding to be provided <br /> if not available.
