Angel Barnes, Capital Projects Manager, <br /> 919.245.2628 <br /> Steven Arndt, AMS Director, 919.245.2658 <br /> Gary Donaldson, Finance & Administrative <br /> Services Director, 919.245.2453 <br /> PURPOSE: To: <br /> 1) Approve a construction contract with Owens Roofing, Inc. for the replacement of the <br /> existing roofing system at the Whitted Complex; and <br /> 2) Authorize the County Manager to execute the Agreement and to execute any subsequent <br /> amendments for contingent and unforeseen requirements up to the approved budget <br /> amount on behalf of the Board, upon final County Attorney review. <br /> BACKGROUND: In Fiscal Year (FY) 2021-2022, the Orange County Board of Commissioners <br /> (BOCC) approved the professional design for the replacement of the existing system for the <br /> Whitted Complex roofing system, which includes both buildings "A" (Health Department) and "B" <br /> (Dental Clinic). In May, 2022 the completed design was issued for bids, and on June 2, 2022, <br /> Orange County received three bids. <br /> FINANCIAL IMPACT: The construction contract with Owens Roofing, Inc. shall be a "not to <br /> exceed" contract in the amount of $893,500, with $591,500 recommended in the FY2022-23 <br /> Capital Improvement Plan and $302,000 already authorized in the Roofing & Facades Capital <br /> Project. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable <br /> to this item: <br /> • GOAL: CREATE A SAFE COMMUNITY <br /> The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, gang <br /> activity, substance abuse, and domestic violence. <br /> • GOAL: ENABLE FULL CIVIC PARTICIPATION <br /> Ensure that Orange County residents are able to engage government through voting and <br /> volunteering by eliminating disparities in participation and barriers to participation. <br />
