43 <br /> Orange County Juvenile Crime Prevention Council Special Meeting <br /> Friday,March 18, 2022 (9:30am—10:00am) <br /> Virtual Zoom Meeting <br /> Proposed Minutes <br /> Attendees: Sharron Hinton, Amanda Farris,Amy Fowler, Tami Pfeifer, Crista Collazo,Bernard <br /> Miles, Charlos Banks, Kayla Merkel, Kelsey Mosley, Val Hanson, Lateef Mitchell, Susan Worley, <br /> Eddie Crews, Toshina Wiggins, Rebekah Rapoza(*Members in bold) <br /> Welcome <br /> The meeting opened with a welcome from Chair, Sharron Hinton. <br /> JCPC Business <br /> Funding Committee—This meeting was asked for by the Funding Committee after their review of the <br /> applications submitted in response to the RFP. There was one program type in particular, emergency <br /> shelter, for which no application was received and that had been identified as a needed service by the Risk <br /> and Needs Committee. After consultation with Toshina Wiggins,the Funding Committee is <br /> recommending to the JCPC that the RFP be re-advertised in its entirety for another 30 days. All <br /> applications received during the previous RFP advertisement period are still under consideration and <br /> those agencies/programs need not reapply. <br /> If the JCPC votes in favor of re-advertising, there will need to be another special meeting, probably <br /> sometime in May. Since this JCPC meets every other month in the even months, the timing falls between <br /> meeting months, and with the timeline for the Annual Plan and Certification, we'd need to meet as soon <br /> as possible and not wait until the June meeting. <br /> Discussion: <br /> Eddie Crews (temporary Area Consultant after Toshina Wiggins departure): The JCPC certainly has the <br /> option to re-advertise the RFP in its entirety but can also specifically advertise specifically for emergency <br /> shelter care and be working on the other applications that have been received in the meantime. The JCPC <br /> would decide how much to set aside for emergency shelter care and advertise a new RFP only for that <br /> amount and that particular services. <br /> Q: How much funding is left after the current requests? Is there enough funding left for what an <br /> emergency shelter may need to operate? <br /> A: The requests received were more than what was allocated for the county. <br /> Amanda Farris wonders how difficult will it be to make decisions on currently submitted programs while <br /> holding aside funds for emergency shelter. And how do we decide how much funding to hold aside? <br /> Bernard Miles (Funding Committee Chair) agrees that it will be difficult and complicated. <br /> Sharron Hinton agrees that we don't know how much the request for emergency shelter would be until <br /> after the RFP closes and the application has been submitted. <br /> Bernard Miles suggests that while it may cost more time in the long run, it may be better to keep all <br /> applications together and review at the same time. <br />
