NC Department of Public Safety Nancy Coston, 245-2802 <br /> Juvenile Crime Prevention Council Sharron Hinton, 245-2840 <br /> Certification <br /> 2. Juvenile Crime Prevention Council <br /> County Plan 2022-2023 <br /> PURPOSE: To approve the Orange County Juvenile Crime Prevention Council (JCPC) <br /> Certification and County Plan for FY 2022-2023. <br /> BACKGROUND: Orange County receives $359,096 from the NC Department of Public Safety to <br /> provide program services to juvenile offenders through the JCPC. The County is required to <br /> provide a 30% match which totals $107,729, which was included in the Manager's Recommended <br /> 2022-23 budget. (Note: The attached funding grid reflects the County match as well as other local <br /> dollars awarded to the program agencies.) <br /> Every JCPC in the State of North Carolina must be certified to perform the legislated duties <br /> outlined in the North Carolina General Statutes. The certification verifies that the local JCPC has <br /> completed the following responsibilities in its efforts to function within the guidelines of legislation: <br /> • Membership: positions are filled and appointed by the County Commissioners with <br /> staggered terms; <br /> • By-laws: the JCPC has current bylaws; <br /> • Policies and Procedures: the JCPC has written policies and procedures for funding of <br /> programs and conflict of interest; <br /> • Leadership: the JCPC has a Chair and Vice-Chair at a minimum; <br /> • Minutes: minutes of meetings are recorded and maintained; <br /> • Meetings: the JCPC meets at least bi-monthly and a majority of members is required to <br /> conduct business; <br /> • Program Monitoring/Evaluation: the JCPC monitors and evaluates all funded programs; <br /> • Media and Requests for Proposal (RFP): the JCPC communicates through the media and <br /> by written RFP the availability of funding to all public and private non-profit agencies and <br /> interested community members that serve at-risk children and their families; <br /> • Public Awareness: the JCPC announces meetings in advance to the public and makes the <br /> community aware of the results of the planning process; <br /> • Risk Factor Assessment: the JCPC documents prioritization of risk factors; <br />
