Emulate Successful Program Models <br /> • Develop more programs like Empowerment and <br /> Habitat for Humanity <br /> • Work with federal government programs to help <br /> persons access funds to obtain housing <br /> • Seek and utilize government programs that <br /> encourage builders to construct affordable <br /> housing <br /> • Develop a program that assists in the <br /> maintenance of housing <br /> 4. Housing for Special Populations <br /> ■ Housing for special populations, i.e. meeting ADA <br /> requirements <br /> ■ Housing for the elderly population <br /> ■ Housing suitable for persons moving from group <br /> homes to independence <br /> ■ <br /> As noted in the Status Update from the 1989 Poverty in Orange County <br /> Forum, many strides have taken place in the human services arena since <br /> the HSAC's first forum 12 years ago. Several noteworthy programs and <br /> initiatives have been implemented since that time. However, much <br /> remains to be accomplished in order to improve the lives of many Orange <br /> - County residents. <br /> Poverty continues to be an issue that transcends through the local <br /> service delivery system. As such, the HSAC recommends that the Board <br /> of County Commissioners considers this as an ongoing issue of great <br />
