Purpose: <br /> Orange County, North Carolina is releasing this Request for Proposals (hereafter `RFP') <br /> seeking responses from qualified licensed plumbers/contractors to provide professional <br /> services for the installation of a private sewer service lateral connection for a qualified low- <br /> to-moderate income (LMI) owner of a Heritage Lot with Pre-Existing Dwellings in the Historic <br /> Rogers Road Area. The private sewer service lateral connection is defined here as the 4- <br /> inch diameter sewer service lateral pipe and associated appurtenances located on private <br /> property, installed from the existing stub-out/clean-out near the property line to the private <br /> dwelling to be served. This work will also include the abandonment of the existing private <br /> septic tank per Orange County requirements upon completion of the private sewer service <br /> lateral connection. This work does not include nor obligate the qualified licensed plumber <br /> to bring up to code any non-altered existing plumbing. The Historic Rogers Road Area is <br /> located within jurisdictional areas of the Town of Chapel Hill and the Town of Carrboro in <br /> Orange County, North Carolina. <br /> II. Background: <br /> The Historic Rogers Road Area gravity sewer system is a public system owned by Orange <br /> County and operated by the Orange Water and Sewer Authority (OWASA). The gravity <br /> sewer system is generally located along the Rogers Road corridor between Eubanks Road <br /> and Homestead Road. The serviceable residential dwellings in this area range in size <br /> from less than 800 square feet of living space to greater than 4,000 square feet of living <br /> space. The original construction dates of the serviceable residential dwellings in this area <br /> range from as recent as 2020 to as old as the early 1950s. <br /> The general contractor for the Historic Rogers Road Area gravity sewer project installed <br /> approximately 102 sewer service stub-outs/clean-outs to various properties within the <br /> Historic Rogers Road sewer service area. Although encouraged, serviceable properties <br /> within the Historic Rogers Road sewer service area are not required to connect to the <br /> public gravity sewer system. However, serviceable properties will be required to connect <br /> upon documented failure of an existing private septic system. <br /> Orange County, in partnership with the Towns of Chapel Hill and Carrboro are providing <br /> jointly-funded financial assistance to cover the costs of the private sewer service lateral <br /> connection installation, the septic tank abandonment, and the OWASA sewer development <br /> fees for LMI-qualified owners of Heritage Lots with Pre-Existing Dwellings (hereinafter <br /> referred to as "LMI Heritage Lot Owners"). The jointly-funded financial assistance program <br /> will be available to LMI Heritage Lot Owners for a three (3) year period ending June 30, <br /> 2025. This work described within this RFP is being funded by this jointly-funded financial <br /> assistance program for LMI-qualified owners. <br /> III.
