Approval of Addition of Non-voting Youth Member to Parks and Recreation Council <br /> (PRC) <br /> The Board will consider approval of a resolution amending the Code of Ordinances to allow the <br /> addition of a youth delegate non-voting member to the Orange County Parks and Recreation <br /> Council (PRC). <br /> g. Construction Bid Award for Emergency Services Efland EMS Station and Approval of <br /> Budget Amendment#10-C <br /> The Board will consider: <br /> 1) Approving a construction contract with J. Kester & Rose, LLC, for the construction of the <br /> Efland Emergency Services Station and Medical Examiner's Review Quarters and approve <br /> Budget Amendment# 10-C; and <br /> 2) Authorizing the County Manager to execute the Agreement, subject to final review by the <br /> County Attorney, and any subsequent amendments for contingent and unforeseen <br /> requirements up to the approved budget amount on behalf of the Board. <br /> h. Orange County Facilities Master Planning <br /> The Board will consider approving a Design Services contract with O'Brien Atkins Associates, <br /> Durham, NC, totaling $298,215 for Facilities Master Planning services throughout the County. <br /> i. Contract Extension with New River Tire Recycling, Inc. <br /> The Board will consider approving and authorizing the County Manager to sign a contract <br /> extension with New River Tire Recycling, Inc. for the loading, transport, and recycling/disposal <br /> of scrap tires. <br /> j. Adoption of the Final Financing Resolution Authorizing the Issuance of Installment <br /> Purchase Financing for Various Capital Investment Plan Protects <br /> The Board will consider adopting the final financing resolution authorizing the issuance of up to <br /> $43,000,000 in installment financing to finance capital investment projects and equipment for <br /> the fiscal year. The financing will also include amounts to pay transaction costs. <br /> k. Series 2022 General Obligation Bond Sale in the Amount of$14,540,000 <br /> The Board will consider authorizing voter-approved Series 2022 General Obligation Bond <br /> issuance in the amount of $14,540,000. The bond issuance amount is $11,893,584 for Orange <br /> County Schools and $2,646,416 for Chapel Hill-Carrboro City Schools. <br /> I. Application for North Carolina Education Lottery Proceeds for Chapel Hill Carrboro <br /> City Schools (CHCCS) and Contingent Approval of Budget Amendment#10-A Related <br /> to CHCCS Capital Project Ordinances <br /> The Board will consider approving an application to the North Carolina Department of Public <br /> Instruction (NCDPI) to release proceeds from the NC Education Lottery account related to FY <br /> 2021-22 debt service payments for Chapel Hill Carrboro City Schools (CHCCS), and to approve <br /> Budget Amendment#10-A, contingent on the NCDPI's approval of the application. <br /> m. Application for North Carolina Education Lottery Proceeds for Orange County <br /> Schools (OCS) and Contingent Approval of Budget Amendment #10-113 Related to OCS <br /> Capital Project Ordinances <br /> The Board will consider approving an application to the North Carolina Department of Public <br /> Instruction (NCDPI) to release proceeds from the NC Education Lottery account related to FY <br /> 2021-22 debt service payments for Orange County Schools (OCS), and to approve Budget <br /> Amendment#10-B, contingent on the NCDPI's approval of the application. <br /> Regarding item 8-h, Commissioner Richards expressed concern that when looking over <br /> the scope of services, she did not see the opportunity for community input on how facilities <br /> support them. She said this is a missed opportunity to interface and get input from the <br /> community. She said she would like to know how this fits in to an overall strategic plan. She <br /> asked how the plan fits in to the county's overall look at the next 20 years. <br />
