She <br /> said that the reason is that the target includes school operations and school debt service <br /> payments. She said that the schools' have had to delay debt issuances. She said that if the <br /> schools issued the debt, then the 48.1% funding target would be exceeded. She said that the <br /> debt funding has been appropriated, but has not been expended.
