Staff believes that an increasing demand for non-emergency
ambulance service is the primary factor driving the increase in complaints about the current
franchisee, and that, based on the increasing demands for service, the franchising of a second
non-emergency provider will not negatively impact the current franchisee. Franchising another
non-emergency provider would also benefit Orange County citizens by providing them a choice
in service providers.
The Director of Emergency Management has prepared a general outline of the purpose and
structure of non-emergency transport service delivery in Orange County. He will make a brief
presentation at the meeting, and solicit comments and questions from Commissioners
regarding current and prospective service providers, and any points to consider as the staff
prepares revisions to the existing ambulance franchise ordinance.
FINANCIAL IMPACT: Since non-emergency ambulance transportation is arranged directly
between individual citizens and the service provider, there is no financial impact for Orange
County related to decisions to grant franchises.
RECOMMENDATION(S): The Manager recommends that the Board: 1) receive the report on
non-emergency ambulance transports; 2) provide feedback to staff on additional information
needed prior to formal consideration of the pending franchise from AAA Transport of Durham;
and 3) identify any considerations staff should evaluate in the process of rewriting the existing
ambulance franchise ordinance for the Board's action later this spring.
