Staff believes that an increasing demand for non-emergency <br /> ambulance service is the primary factor driving the increase in complaints about the current <br /> franchisee, and that, based on the increasing demands for service, the franchising of a second <br /> non-emergency provider will not negatively impact the current franchisee. Franchising another <br /> non-emergency provider would also benefit Orange County citizens by providing them a choice <br /> in service providers. <br /> The Director of Emergency Management has prepared a general outline of the purpose and <br /> structure of non-emergency transport service delivery in Orange County. He will make a brief <br /> presentation at the meeting, and solicit comments and questions from Commissioners <br /> regarding current and prospective service providers, and any points to consider as the staff <br /> prepares revisions to the existing ambulance franchise ordinance. <br /> FINANCIAL IMPACT: Since non-emergency ambulance transportation is arranged directly <br /> between individual citizens and the service provider, there is no financial impact for Orange <br /> County related to decisions to grant franchises. <br /> RECOMMENDATION(S): The Manager recommends that the Board: 1) receive the report on <br /> non-emergency ambulance transports; 2) provide feedback to staff on additional information <br /> needed prior to formal consideration of the pending franchise from AAA Transport of Durham; <br /> and 3) identify any considerations staff should evaluate in the process of rewriting the existing <br /> ambulance franchise ordinance for the Board's action later this spring. <br />
